About this opportunity
The Department of the Air Force Global Strike Command seeks aircraft preservation services at Barksdale Air Force Base, Louisiana, with proposals due May 28, 2026. The procurement is a Total Small Business set-aside.
Work comprises repainting a B-52 Static Display Air Vehicle to restore its original operational appearance and ensure long-term preservation. Place of performance is Barksdale AFB, LA 71110. The contractor must provide all personnel, supervision, tools, materials, and equipment while complying with USAF Technical Orders, Barksdale AFB environmental requirements, National Museum of the USAF guidance, and federal, state, county, and local regulations including OSHA, DEQ, DOT, and EPA standards.
The SOW specifies three phases: inspection (staging, meticulous examination for corrosion and structural damage, documentation, bird-proofing and safety system inspection), preparation (cleaning per T.O. 1-1-691, scuff sanding with no coarser than 120-grit abrasive paper, structural repairs per applicable technical orders, sealant replacement, final cleaning), and painting (MIL-PRF-23377K primer and MIL-PRF-85285E topcoat applied to 4.0–4.5 mils wet thickness using rollers and brushes, with all insignia and markings replicated to exact size, color, and location using Federal Standard 595 colors). Contractors may substitute commercial equivalent coatings provided equivalent or greater performance is demonstrated through technical data sheets and paint samples are approved before work begins. The contractor must submit a personnel list in advance; all personnel require valid Real ID documentation for base access and are subject to applicable prevailing wage rates. The government furnishes non-powered equipment, escort services, guards, and aircraft stands.
