About this file
This is a Statement of Work (SOW) for repainting a B-52 Static Display Air Vehicle (SDAV) at Barksdale Air Force Base, dated April 27, 2026. The contractor must restore the aircraft's paint scheme and markings to its original operational appearance while ensuring long-term preservation. The work is to be performed at the Weapons Load Training Facility and encompasses three primary phases: SDAV Inspection Process, SDAV Preparation Process, and Painting Process.
The inspection phase requires the contractor to stage the aircraft, conduct meticulous examination for corrosion and structural damage, document all findings, inspect bird-proofing and safety systems, and identify necessary maintenance and water intrusion prevention measures. The preparation phase involves cleaning per T.O. 1-1-691 with high-pressure water washers, complete scuff sanding using no coarser than 120-grit abrasive paper, approved structural repairs per applicable technical orders, sealant replacement, and final cleaning. The painting phase specifies application of MIL-PFR-23377K primer (Kromate-based) and MIL-PRF-85285E topcoat using rollers and brushes to achieve 4.0-4.5 mils wet thickness, with all insignia and markings replicated to exact size, color, and location using Federal Standard 595 colors. The contractor must provide all personnel, supervision, tools, materials, and equipment while complying with USAF Technical Orders, Barksdale AFB environmental requirements, and federal, state, county, and local regulations. Government Furnished Property includes non-powered equipment, escort services, guards, and aircraft stands. Deliverables include the repainted aircraft and complete documentation of inspections, repairs, and materials used. The contractor shall provide the performance schedule, and acceptance criteria require satisfaction of the Weapons Load Training Facility with quality assurance inspection by Weapons and Crew chief personnel, proper waste disposal, and accurate documentation.
