About this file

This is a Questions and Answers (Q&A) document for federal contract solicitation FA460826QS018 regarding painting services for a Static Display Aircraft (SDAV).

The Government clarified coating requirements, confirming that contractors may use commercial equivalent coatings in lieu of the specified military standards (MIL-PRF-23377K primer and MIL-PRF-85285E topcoat), provided equivalent or greater performance is demonstrated through technical data sheets and paint samples are approved before work begins. The chosen system must not negatively affect aircraft structural integrity and must meet appearance and long-term preservation standards. No formal site visit is scheduled prior to proposal submission. Prime contractors are permitted to utilize subcontractors and teaming partners but must ensure all personnel comply with base access requirements, including valid Real ID documentation, and must submit a personnel list in advance. The Government will provide staging areas, power, water access, and compressed air at the work site with specific locations and connection details to be coordinated with the selected contractor. The contractor is responsible for providing a project schedule and for full compliance with all applicable federal, state, and local environmental regulations, including OSHA and EPA guidance for paint applications, debris containment, and hazardous waste disposal. All currently available technical documents and specifications have been provided, with no additional documents anticipated.

Question 1: Please clarify regarding Paragraph 3.3 of the Statement of Work under “Painting Process,” specifically the following requirement:

• Primer: MIL-PRF-23377K (Chromate Based)

• Topcoat: MIL-PRF-85285E (FS 36118)

Answer 1: The use of an equivalent commercial primer and topcoat is acceptable. The contractor must provide technical data sheets for any proposed "or equal" systems to demonstrate they meet or exceed the performance specifications of the military-specified coatings

• Primer: MIL-PRF-23377K (Chromate Based) or equal

• Topcoat: MIL-PRF-85285E (FS 36118) or equal

Question 2: Could you please confirm whether the use of these exact military coating systems is mandatory for this project, or if the Government would allow the use of a suitable commercial equivalent/substitute coating system that provides equal or greater durability, corrosion protection, UV resistance, and long-term preservation performance?

Answer 2: The use of the exact military coating system is not mandatory. A suitable commercial equivalent that provides equal or greater performance is permissible. The contractor must provide paint samples on representative material for approval before the work begins.

Question 3: Since the aircraft is a Static Display Aircraft (SDAV) and no longer in operational service, please verify whether an approved high-performance commercial coating system may be considered acceptable in lieu of the specified operational military aircraft coatings. to ensure the best long-term preservation solution for the display aircraft while maintaining the required appearance and finish standards.

Answer 3: A high-performance commercial coating system is acceptable, provided it meets the required appearance and long-term preservation standards. The chosen system must not negatively affect the structural integrity of the aircraft.

Question 4: Will there be an official site visit scheduled for vendors prior to proposal submission?

Answer 4: A formal site visit is not currently scheduled.

Question 5: If a site visit is planned, could you please advise:

Answer 5: A formal site visit is not currently scheduled.

Answer 7: Contractor will provide project schedule.

Question 8: Will the Government provide staging areas, power, water access, or compressed air support during performance?

Answer 8: The Government will provide access to staging areas, power, water, and compressed air at the work site. Specific locations and connection details will be coordinated with the selected contractor.

Question 9: Will there be any additional technical documents, paint specifications, or color reference standards released besides the current attachments and referenced Technical Orders?

Answer 9: All currently available technical documents, specifications, and standards have been provided. The Government does not anticipate releasing additional documents.
