About this opportunity
The U.S. Marshals Service (USMS), operating under the Department of Justice, has issued a Special Notice regarding aircraft hangar space for their Justice Prisoner and Alien Transportation System (JPATS). The agency intends to negotiate and award a contract under FAR Part 13 authority to Aviation Technical Services located in Everett, Washington for hangar space to house one JPATS-owned Boeing B737 series aircraft during inclement weather conditions. The contract period would run from October 1, 2025, through September 30, 2026. This procurement falls under NAICS code 488119 for Other Airport Operations and will be solicited according to FAR 13.5 requirements. The agency has included an approved sole source justification as part of this notice.
The purpose of this Special Notice is purely informational, as it represents the government's intent to proceed with a sole source procurement rather than a competitive bidding process. Interested parties have until 11:00 AM CST on September 18, 2025, to submit written information via email to the designated Contracting Officer, Victor J. Stamps, though no phone calls will be accepted or responded to. The notice explicitly states that it is not a formal solicitation or request for competitive proposals, and no awards will be made based on unsolicited quotations received in response to this announcement. Any information submitted within fifteen days of the publication date will be considered by the government, but contractors should understand that the government assumes no responsibility for costs incurred in responding to this notice. This appears to be a continuation of existing hangar services for the JPATS aircraft fleet operations.
