About this opportunity

The United States Coast Guard is seeking a contractor to provide Aircraft Colors and Coating Application Training through a Blanket Purchase Agreement (BPA) for Coast Guard Aviation Technicians. The comprehensive training program must include both classroom and hands-on laboratory instruction covering surface preparation, paint application techniques, environmental compliance, material properties, and color standards for military aircraft painting repairs between overhaul cycles. The training curriculum must be structured to enable students to demonstrate competency and receive Aerospace Coatings Applicator Specialist (ACAS) Level 1 certification upon completion, with sessions limited to no more than four days each. The government will evaluate quotations using a best-value tradeoff methodology, where technical approach and past performance factors are equally weighted and significantly more important than price. Critical deadlines include questions due by 12:00 PM EST on August 29, 2025, and quotations due by 12:00 PM EST on September 5, 2025, with all submissions directed to the contracting team via email.

This opportunity is designated as a total small business set-aside under NAICS code 611519 (Other Technical and Trade Schools) with a size standard of $21 million in annual receipts. The single award BPA has a maximum ordering threshold of $991,000 covering a base period of one year plus four additional one-year option periods. The contractor will be responsible for providing all necessary facilities, equipment, and personnel, including a controlled painting environment that meets stringent safety and environmental requirements at their own facilities. Approximately five course sessions are anticipated per year, with the contractor expected to maintain compliance with Coast Guard safety protocols and environmental standards as outlined in the accompanying process guide. The training will be conducted at the contractor's location rather than government facilities, requiring the successful vendor to establish and maintain appropriate educational and laboratory infrastructure for military aircraft coating application instruction.
