About this file
This is a Solicitation Question and Answers document addressing industry clarifications regarding federal contract opportunity FA822427R00020001.
The solicitation involves an IDIQ contract for coatings and sealants with a minimum guarantee of $1,000 and maximum of $90,000,000. The contract structure includes an eight-month ramp-up period (February 15, 2027 through October 14, 2027), followed by a 60-month ordering period (October 15, 2027 through October 14, 2032), with a final six-month delivery window extending through April 14, 2033. The Government will issue funded orders covering up to one year of products per group through the contractor's online ordering system. Year 5 quantities reflect an 18-month period with a 1.5 multiplier to accommodate the extended final period. Prior experience evaluation requires offerors to demonstrate at least two DoD contracts within the past five years, with each contract independently demonstrating all four factors: coatings and sealants capability, delivery fulfillment, temperature-controlled and premixed-frozen material handling, and methods maintaining 85% shelf life on delivered products. Subcontractor contracts may satisfy this requirement if the dedicated subcontractor will perform those same aspects on the contract. Personnel Management Plans and Quality Program Plans will be submitted by the awardee only 30 days after award and do not count toward proposal page limitations. Offerors must price products exactly as listed in Appendix D; substitute products may be proposed post-award and will undergo engineering review for formal testing and approval. Technical assistance is required through the final six months after the ordering period ends, and the Total Evaluated Price calculation appears in cell R383 of the pricing matrix.

1 52.212-1 2.4 Prior Experience 6 Prior Experience – Subfactor 4 Section 2.4 requires at least two DoD contracts within the past five years and states that each example must individually demonstrate:
• coatings and sealants,
• delivery fulfillment,
• temperature-controlled and premixed-frozen material handling, and
• methods used to maintain 85% shelf life on delivered products.
Please confirm whether each individual contract reference must independently contain all four attributes, or whether the Government will consider the totality of relevant DoD experience across multiple contract references when the Offeror separately demonstrates current capability to perform all four requirements.
The way the factor is currently written and the Governments expectation is that each contract referenced must demonstrate all 4 factors.
Therefore if either of the 2 contracts referenced lack one or more of the 4 factors they would be considered insufficient. For purposes of this subfactor a Contract means a stand-alone contract or purcahse order, IDIQ contract, or Basic Purchase Agreement (BPA) submitted to demonstrate the offeror’s relevant experience. An IDIQ contract or BPA will count as one Contract, regardless of the number of associated task orders, delivery orders, calls, or purchases. Such orders or calls may be used to demonstrate scope, magnitude, complexity, and duration but will not count as separate Contracts.
2 Statement of Work 2.11 CDRL Master Summary Table 10 The SOW CDRL table identifies A002 Personnel Management Plan and A004 Quality Program Plan as “Submitted with Proposal (Initial),” with final versions due 30 days after award.
Please confirm:
• In which proposal volume should the initial PMP and QPP be submitted?
• If included in Volume I, do these plans count toward the 60-page Technical Proposal limitation, or may they be provided as separate attachments
We will remove the requirement for a draft to be provided at award and it will only be required to be submitted by the awardee 30 days after award. We will update the CDRL table in the SOW. Also, Personnel Management and Quality Program are listed erroneously on page 3 of the 52.212-2 documents which will be removed.

Solicitation
The Pricing Matrix states that Year 5 quantities cover 18 months and therefore increases Year 5 quantities by 50%. However, the solicitation identifies Ordering Period 5 as October 15, 2031 through October 14, 2032, which appears to be a 12-month period. Please confirm whether Year 5 pricing should be based on 12 months or 18 months and whether Offerors should retain the existing 1.5 quantity multiplier in the Government-provided workbook.
During an ordering period we execute funded order that covers items that get ordered through the Contractor’s online ordering system for up to year under the funded order vehicle. A funded order can be for less than a year but is typically issued for a year worth of product per group.
It is difficult for the Government to issue funded orders that have exact quantities on them which is one of the reasons why we require an online ordering system and for a Contractor to be involved in understanding the needs of the Government through coordinating with each of the groups and monthly site visits (see sections 2.5.4.1 and 2.6.3 of the SOW).
Funded orders can be placed up to the last day of the ordering period which is currently estimated to be October 14th 2032. Any funded order issued during the final period needs to be completed either within a year of issuance or by 6 months after the ordering period ends whichever comes first. The expectation is that item requests can continue to be placed through the online ordering system and delivered after the ordering period ends so long as a valid funded order is in place that allows items to be delivered during the final 6 months. Technical assistance will continue to be needed through the final 6 months after the ordering period ends. The technical assistance CLIN end date will be updated on the solicitation.

4 Solicitation FA822427R00020001 Clauses 52.216-18 and 52.216-22 22 and 23 The solicitation identifies five 12-month ordering periods, while FAR 52.216-18 states that orders may be issued from Day 1 through 6 years 2 months, and FAR 52.216-22 references deliveries through 74 months.
Please clarify the intended relationship among:
• the ramp-up period,
• the five stated ordering periods,
• the 18-month Year 5 quantity calculation, and
• the 74-month ordering/delivery language.
This clarification will help Offerors accurately model inventory, staffing, technical assistance, and pricing over the intended contract duration.
FAR 52.216-18 will be updated to reflect an end date of 5 years and 8 months or 68 months. Deliveries can be made for 74 months although the first 8 months will be just a monthly status report, physical items will not be ordered during the ramp up period.
1. Eight (8) Month Ramp Up: 15 Feb 2027- 14 October 2027
2. Sixty (60) Month Ordering Period: 15 October 2027- 14 October 2032.
Funded Orders can be placed prior to 15 October 2027, but the effective date will not start and deliveries will not be expected until on or after October 15th.
3. Final six (6) months: October 15th 2032 to April 14th 2033. Final Items can be delivered and or placed through the online ordering systems under funded orders that were placed by October 15th 2032. All items will need to be delivered by April 14th 2033. Only items with delivery expectations on or before April 14th 2033 can be ordered.
5 Pricing Matrix CLIN 0015 FMS-3600 / FP-600 Pricing Matrix Entries The SOW states that the only qualified FMS-3600 product is FP-600 manufactured by CAAP Co. The Pricing Matrix also contains entries identifying “FMS 3600 Gallon Kits – FP600” and “FMS 3600 Quart Kits – FP600.”
However, the dedicated CLIN 0015 section of the Pricing Matrix identifies CAAPCO “FP-361 Coatings,” Part/Color 36170.
Please confirm whether the CLIN 0015 entries are intended to reference FP-600, or whether FP-361 is a separate required product that Offerors should price.
CLIN 0015 on the pricing matrix will be updated to reference FP-600 and not FP-361.
6 Pricing Matrix The Pricing Matrix instructions state that the Total Price for Evaluation will appear in cell R385. Our review indicates that the Total TEP calculation currently appears in cell R383.
Please confirm which cell/formula should govern the Total Evaluated Price and whether an updated pricing workbook will be issued.
The Pricing Matrix instructions will be updated to R383 for the TEP calculation.
7 Solicitation FA822427R00020001 Clauses 52.216-22 and Supplies and Pricing (CLINS) section Page 3
3 and 23 IDIQ Minimum Guarantee FAR 52.216-22 states that the Government shall order at least the quantity of supplies or services designated in the Schedule as the minimum. We were unable to clearly identify the guaranteed minimum quantity or dollar value in the Schedule. Please identify the applicable minimum contract guarantee for the resulting IDIQ.
The minimum on the contract will be $1,000. The MAX will be $90,000,000. This information will be added to the solicitation in section B on page 3.

8 Pricing Matrix Several manufacturers have advised that they can provide QPL-approved equivalent products that meet the same applicable specification, type/class, and required colors, where the pricing matrix identifies a specific manufacturer/product.
Could you please clarify:
1. Where Appendix D identifies a specific manufacturer/product, may an offeror propose a different QPL-approved product that meets the same applicable specification and type/class, or is the exact listed product required?
2. If qualified alternatives are permitted, when would Government/Engineering approval be required, and what supporting documentation should be provided?
For your proposal, please submit pricing strictly for the items as they are currently listed on Appendix D.
The process for testing and approving new products for use on the aircraft can be extensive and takes considerable time. It is highly unlikely any new products could be approved before the proposal due date.
Additionally, if we were to approve a substitute product prior to the solicitation due date, we would be required to update Appendix D and grant all vendors an extension to adjust their proposals accordingly.
Post-Award Substitute Process:
After the contract is awarded, the selected Contractor is welcome to propose substitute products. This is highly encouraged if:
• A currently listed product becomes discontinued.
• An alternate product offers superior quality.
• An alternate product provides comparable quality at a significantly better price.
Once a substitute is formally proposed, our engineering team will review the technical data to determine whether to initiate the formal testing and approval process.
9 52.212-1 2.4 Prior Experience 6 Section 2.4 (Prior Experience) requires at least two DoD contracts within the past five years. Can a subcontractor's contracts be submitted to satisfy this requirement, or must the prime offeror itself demonstrate both contracts?
If a dedicated subcontractor has worked a contract that met all 4 elements, that contract can be submitted to meet the prior experience requirement. You will also need to demonstrate that the subcontractor will be performing those same aspects on this contract.
