About this opportunity

The Department of the Air Force Materiel Command Air Force Sustainment Center is conducting a Sources Sought Synopsis to identify potential suppliers for aerospace coatings, sealants, and technical assistance at Hill Air Force Base in Utah. The procurement will support multiple maintenance groups within the Ogden Air Logistics Complex (OO-ALC), including groups focused on aircraft, commodities, maintenance support, and electronics maintenance. Key contract requirements include establishing a minimum two-kit initial inventory within 60 days of task order receipt, providing 24-hour delivery to the HAZMART, maintaining specific storage conditions, and offering technical assistance within 24 hours of coating or sealant failures. The government will evaluate responses based on small business capabilities, with a particular interest in understanding potential teaming arrangements and past performance in providing similar services to government and commercial customers. Interested parties must submit their responses by February 24, 2025, with capability statements limited to 5 pages and including company information, SAM/WAWF registration status, and relevant past performance.

The opportunity is designated as a Total Small Business Set-Aside under NAICS code 325510, with a size standard of 1,000 employees, and the government is specifically interested in responses from 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned small businesses. While no specific award value is mentioned, the contract is anticipated to begin in May 2027, though the actual award could occur earlier or potentially not at all. The procurement will require strict compliance with military specifications, qualified product lists, and special requirements for specific coatings like FMS-3600, which involves proprietary considerations and ITAR export control compliance. Vendors must be prepared to provide monthly tracking reports, implement a comprehensive quality program, and meet extensive security requirements including OPSEC and antiterrorism training. Normal delivery hours will be Monday through Friday from 0600-1630, excluding federal holidays, with provisions for 24-hour technical personnel access.
