About this opportunity
The US Army Corps of Engineers, Louisville District, is conducting a market research survey for a design-bid-build project at Homestead Air Reserve Base to upgrade aircraft arresting systems. The project requires replacing deteriorated BAK-12 shelters, installing new frangible shelters, replacing foundations, tape tubes, emergency generators, and paving road surfaces. Interested small businesses must respond via Microsoft Form by May 13, 2025, at 1:00 PM Eastern Time, demonstrating construction experience on active airfields with aircraft arresting systems, runway/taxiway paving, or major airfield systems. Contractors must provide company small business verification, Unique Entity Identifier, Cage Code, bonding company documentation, and ensure at least 15% of work is self-performed. The government will use the survey responses to determine whether the project should be set aside for small businesses, considering HUBZone, 8A, Woman-Owned, and Service-Disabled Veteran Owned Small Business categories.
The contract is estimated to have a duration of 500 calendar days with a project cost range between $5-10 million. No specific set-aside has been predetermined, as the market survey will help the government decide on potential small business designations. The project involves complex infrastructure modifications, including demolishing existing BAK-14s and installing new BAK-14M cable retraction systems and MB100.10.C bidirectional textile brake and hook cable arresting systems. Telephone inquiries will not be accepted, and no feedback will be provided to companies regarding their submissions. While this is currently a pre-solicitation notice and not a formal Request for Proposal, interested contractors should monitor the Governmentwide Point of Entry (GPE) for future solicitation details. Participation in this market survey does not guarantee future contract opportunities, and all responses are voluntary.
