About this opportunity
The U.S. Army Corps of Engineers (USACE), Savannah District, is conducting a market research survey to identify contractors capable of performing construction specialty trade services for the Air Marine Interdiction Mock Training Facility at the Federal Law Enforcement Training Center (FLETC) in Glynco, Georgia. This Request for Information (RFI) is being issued to determine the appropriate procurement strategy and whether a Project Labor Agreement (PLA) will be required for the project. The Government will evaluate market responses to inform decisions regarding PLA applicability and solicitation strategy. Interested parties must submit responses through an online survey form at https://forms.osi.apps.mil/r/y8Sn4HxAU3 by April 14, 2026, at 5:00 PM EDT. The applicable NAICS code is 236220 (Commercial and Institutional Building Construction), and all small business set-aside categories will be considered. It is important to note that this RFI is for information-gathering purposes only and does not constitute a binding commitment or solicitation by the Government.
The project carries no current set-aside designation, and no incumbent contractors are identified at this stage of market research. The estimated construction project value ranges between $25 million and $100 million, with a Small Business Size Standard of $45 million. The scope of work includes design and construction of four new facilities using a Design-Build Done Right delivery approach: three large open-span mock training buildings of approximately 30,000 gross square feet each and one administration building of approximately 9,500 gross square feet. The anticipated period of performance is 1,460 calendar days following issuance of the Notice to Proceed. Associated site development work encompasses utilities, site lighting, paving, parking, sidewalks, sewer systems, stormwater management, information systems infrastructure, landscaping, and signage on an undeveloped, forested site. Prospective respondents should direct inquiries to Contract Specialist Brandon Moore or Contracting Officer Jason Scheil.
