About this opportunity

This pre-solicitation notice seeks sources to provide continued support for the Air Launch Test Capability (ALTC) and conceptual design of the Under Water Test Capability (ULTC) for the Department of the Navy Naval Air Systems Command Naval Air Warfare Center. Services include modifications, upgrades, design and development, testing and evaluation, operations, sustainment and support for special test equipment including a Test Payload Tube, Launch Test Stand, Launch Test Vehicles, Advanced Payload Module, Cross Flow Simulator and Control and Data Acquisition Next Generation system. Interested sources must respond with qualifications by November 28, 2021.

There is no set-aside designated for this opportunity. The incumbent contractor is Jacobs Technology Inc. under contract number N6893619D0049. This follow-on contract would have a potential period of performance of five years to provide risk mitigation testing of new weapons systems prior to live fire events. All interested parties must maintain active System for Award Management registrations as the government cannot award to an entity without one.

This sources sought is for potential sources to provide the services provided below.  The results of this Sources Sought will be utilized to determine if the required product or service exists in the marketplace and if any Small Business Set-Aside opportunities exist. All Small Business Set-Aside categories will be considered.

Estimated RFP release: 2nd Quarter FY22

Estimated Award: 4th Quarter FY22

Possible Period of Performance: Five years

Contractor will provide modifications, upgrades and enhancements, design and development, test and evaluation, operations, sustainment and support to enable fielding or deployment of special test equipment: Test Payload Tube (TPT), Launch Test Stand (LTS), Launch Test Vehicle(s) (LTV), Advanced Payload Module (APM), Cross Flow (CF) Simulator and Control and Data Acquisition Next Generation (CDAS-NG) for the ALTC.  This follow-on contract will also provide continued support for conceptual design of the ULTC, which will include providing element schedule updates. Tasking also includes completion of current design and fabrication of the following special test equipment: TPT, LTS, Underwater Vehicle Arrestment System (UVAS), CF Simulator and CDAS-NG.  The ALTC and ULTC will also provide risk mitigation for the testing of the new weapons system prior to live fire events. Continued air launch testing has been and will continue to be required to meet the ever-changing requirements based on better understanding of what data is needed from full-scale tests.

Going forward, all new entities registering in GSA's System for Award Management (SAM), as well as existing registrations being updated or renewed, will require the submission of an original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number.  Effective June 11, 2018, entities who create or update their registration in SAM.gov to apply only for federal assistance opportunities such as grants, loans, and other financial assistance programs, have a notarized letter on file within 30 days of registration.  Additionally, Effective June 29, 2018, all non-Federal entities who create or update their registration in SAM.gov, have a notarized letter on file within 30 days of registration.  It is recommended that all interested parties be aware that processing this additional information may take several days and are proactive in maintaining the SAM registrations in an "Active" status as the government cannot award to an entity without an "Active" SAM registration.  More information can be found at www.gsa.gov/samupdate.
