The contractor must maintain 100 percent employee retention, achieve zero unexcused absences, ensure cadet academic performance meets or exceeds AFROTC mean performance levels, and submit monthly status reports and annual manpower reports in compliance with government requirements. Personnel must complete Initial Qualification Training and Mission Qualification Training within 90 days of arrival and maintain current CPR certification, with background investigations and Common Access Card issuance required for all staff.
