About this opportunity

The Air Force Installation Contracting Agency, through 772 ESS/PKD, issued a Special Notice on April 20, 2026, announcing a Draft Request for Proposal for the Air Force Contract Augmentation Program (AFCAP) VI. This notice does not constitute a binding commitment or formal RFP; rather, it solicits industry feedback on draft solicitation documents to refine final procurement documents. The opportunity is classified as an Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract under FAR Part 15 without discussions. The agency intends to award multiple IDIQ contracts to all responsible offerors whose proposals achieve an Acceptable technical rating and past performance evaluation. The official RFP is anticipated for posting in August 2026 and will supersede all draft information currently available.

Interested contractors must submit questions, comments, and input using the provided QCI Excel template by May 20, 2026, at 2:00 PM Central Time, though the Government will not post answers during this draft phase. The program has a minimum contract value of $2,500 and maximum value of $15 billion, spanning an ordering period from October 1, 2028, through September 30, 2036, with multiple one-year option periods. Draft solicitation documents include contract-specific procedures, evaluation criteria, a performance work statement, and solicitation information outlining program value, CLIN types, and performance locations worldwide. All proposals require three volumes: contracting documents (unlimited pages), technical proposal (140 pages maximum), and past performance documentation (50 pages maximum), submitted as electronic PDFs in Times New Roman 12-point font. There are no specific eligibility restrictions; however, proposals will be evaluated on technical merit, past performance, small business participation commitments, and key personnel qualifications, with all responsible offerors potentially receiving contract awards.
