About this opportunity
Air Combat Command (ACC) intends to solicit a Contractor-Owned, Contractor-Operated (COCO) Counter Small Unmanned Aircraft System (C-sUAS) as a Service solution, with a sources sought response deadline of October 31, 2026. No set-aside is anticipated.
The prototype will deploy at two designated Continental United States Air Force installations, with potential scaling across additional ACC installations upon proven performance. The required solution is a complete, integrated, turn-key service covering materiel, personnel, training, sustainment, and modernization.
Core operational requirements include detection and tracking of Groups 1-2 sUAS at threshold ranges of 3 miles (5 miles objective) from the Base Defense Zone; near-real-time classification and identification of authorized versus unauthorized airborne objects; and engagement and neutralization using Government-approved kinetic and non-kinetic effectors (RF jamming, cyber takeover, directed energy) in compliance with 10 U.S.C. 130i authorities and Installation Commander use-of-force protocols. The system must incorporate a Battle Management Command and Control engine with integrated sensor fusion generating a Single Integrated Air Picture, organic multi-spectral sensors (active/passive radar, EO/IR cameras, RF direction finding), jam-resistant organic communications, and 96-hour self-sufficiency capability. Performance standards require 95–98% neutralization rates and system availability, seamless integration with Base Defense Operations Centers and military C2 frameworks, cyber survivability compliance with DAF Risk Management Framework standards, and electronic warfare resilience.
Respondents must submit a Capability Statement and Feedback Package not exceeding twenty pages (Times New Roman, 11-point font, 1-inch margins) in Adobe PDF format to Timothy Overby (timothy.overby.1@us.af.mil) and Jennifer Judkins (jennifer.judkins@us.af.mil) by 23:59L on October 31, 2026. Responses must address corporate experience, technical feasibility of detection and neutralization, COCO operations and legal authorities, cybersecurity and network integration, acquisition strategy and pricing structure, technology modernization approaches, and mobilization timelines. ACC reserves the right to conduct one-on-one clarification sessions with select respondents for market research and requirement refinement.
