About this opportunity
The Department of Health and Human Services Office of the Assistant Secretary for Preparedness and Response is seeking air cargo transportation services to support the Strategic National Stockpile (SNS) with 24/7/365 emergency medical response capabilities throughout the Pacific Ocean area, Pacific Rim Islands, and other U.S. interests in the region. The contractor must provide door-to-door shipment of SNS assets, readiness support, cargo transportation services, and training drill activation support for emergency medical response operations. Key requirements include holding an FAA Part 121 Air Carrier Certificate, maintaining a fully owned fleet, demonstrating operational capabilities in the Pacific region, and the ability to deploy cargo within 72 hours to destinations including Palau, Federated States of Micronesia, and the Marshall Islands. Evaluation criteria focus on regulatory certification, operational capabilities in the Pacific region, readiness support, asset movement performance, and training drill capabilities. Proposals are due by July 1, 2025, at 8:00 a.m. EST, with electronic submissions limited to 2MB via email, and the government intends to award without discussions but reserves the right to conduct them if necessary.
This solicitation does not utilize any set-aside designations and is open to all qualified contractors. The contract structure is a firm fixed-price agreement spanning five years from August 1, 2025 through July 31, 2030, consisting of a base year and four option years. A critical qualification requirement mandates that the contractor must be physically located west of Honolulu to ensure appropriate geographic positioning for Pacific region operations. The primary place of performance is Honolulu, Hawaii, which serves as the operational hub for supporting emergency medical response throughout the expansive Pacific theater. The contractor must maintain continuous readiness posture and demonstrate capability to handle emergency deployments across the vast distances and remote locations characteristic of Pacific island territories and U.S. interests in the region.
