Pursuant to Presidential Decision Directives 39 and 62 and Sections 311 and 319 of the Public Health Service Act, SNS storage locations are sensitive and shall not be disclosed.
C.2 Background The Strategic National Stockpile (SNS) is the Nation’s repository of medical supplies, drugs, vaccines and other related equipment, hereafter stated as “supplies” or “assets”. In the event of a national emergency involving bioterrorism, a pandemic, or other emergency, the SNS has the capability to supplement and re-supply local health authorities that may be overwhelmed by the crisis, with a response time of as little as 12 hours. The SNS is stored at multiple locations to ensure rapid delivery to areas in need.
C.3 Scope The Contractor shall provide 24 hours/365-day air readiness support and when required asset movement capability to handle door to door shipment of SNS assets provided by the Government as appropriate for emergency medical response.
The Contractor shall furnish the necessary personnel, materials, services, and otherwise do all activities necessary for, or incidental to, the performance of the work, in the following areas:

Any article susceptible to damage by standard handling will be adequately protected by SNS with appropriate packing and will be marked and/or bear appropriate warning labels.
• The contractor must provide for the movement of SNS assets subject to the volumetric weight limitations of the aircraft. For shipments, the aircraft type(s), the number of each type of aircraft (s), and routing (s) shall be at the sole discretion of the Contractor.

Training Drills: In order to test the efficiency of the service the SNS will conduct an annual no notice exercise that will require the contractor to transport equipment to designated location in accordance with the terms of this contract. The contractor shall perform drills at the request of the SNS. The SNS reserves the right to conduct unannounced drill exercises per the Test Drill Schedule below to test response operations, processes, and functions. The contractor shall demonstrate capabilities during the response exercises. Within 7 calendar days after each SNS directed exercise, the Government will provide the Contractor a written report identifying any deficiencies or recommendations. The offeror shall within 7 calendar days from receipt of the report provide the Contracting Officer documentation regarding detailed corrective actions to be taken along with a projected timeline for completion.
Training Drills are emergency preparedness exercises designed to address potential impacts on emergency preparedness which may make emergency planning difficult on such issues as pre-positioning and deployment of resources. The government will conduct drills to ensure that the movement of SNS assets in the event of large-scale disasters or public health emergencies. Training Drills are defined in the following levels:
Level A - Phone notification (included in monthly readiness fee):

C.6 Hazardous Materials
There are no hazardous materials associated with shipments under this contract. The SNS will certify to Contractor that the shipment to be embarked on its carrier does not contain hazardous materials subject to regulation by the International Air Transport Association (IATA), the International Civil Aviation Organization (ICAO), or the Code of Federal Regulations (CFR) Title 49.
C.7 Computation of Time
For transportation missions, block hours shall be computed based on the time to accomplish door-to-door transport.
C.8 Period of Performance

C.9 Regulatory Requirements The contractor must possess Federal Aviation Administration (FAA) Part 121 certification to ensure compliance with rigorous safety, maintenance, and operational standards required for commercial cargo operations. FAA Part 121 certification applies to carriers operating large aircraft (defined as aircraft with more than 30 passenger seats or a payload capacity exceeding 7,500 pounds), which are essential for high-volume or heavy air cargo missions. This certification, governed by Title 14 CFR Part 121, provides the Government with assurance of:
• Operational reliability
• Safety and maintenance integrity
• Proper cargo handling and tracking procedures
In addition to regulatory compliance, the contractor must be physically based west of Honolulu (HNL)—specifically in locations such as Guam, Saipan, or the Northern Mariana Islands—due to their proximity to Pacific Island territories where time-sensitive missions frequently occur. This geographic positioning enables rapid response capabilities and faster turnaround times to remote and underserved areas such as:
• Palau
• Federated States of Micronesia (FSM)
• The Republic of the Marshall Islands
To meet the Government’s operational and national security objectives, the contractor must maintain a fully owned and operated fleet, ensuring:
• Real-time control of assets and scheduling
• Availability and accountability of aircraft and crew
• Elimination of risks associated with reliance on third-party brokers or contractors
• Guaranteed chain of custody for high-priority, sensitive, or critical materials, including:
o Medical supplies o Personal protective equipment (PPE) o Disaster relief and emergency response shipments
The operator must also demonstrate established “Pacific reach” capabilities, which includes:
• Regular operations into and out of Guam and Honolulu
• Direct access to Asia-Pacific destinations without requiring transfers at mainland U.S. hubs
• A proven track record in disaster response, continuity of operations (COOP) support, and medical logistics in austere environments
This operational profile is mission-critical for supporting federal agencies engaged in public health, defense, and humanitarian aid throughout the Asia-Pacific region.
