About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Hood, contracting through Fort Riley Directorate of Contracting, seeks rotary wing air ambulance services for Fort Riley with proposals due June 9, 2026. The procurement is a Women-Owned Small Business set-aside, though other small business categories (HUBZone, 8(a), Service-Disabled Veteran-Owned, Economically Disadvantaged Women-Owned Small Business) are unrestricted.
Place of performance is Fort Riley, Kansas, with evacuations to locales in Kansas and surrounding states as required, not limited to Fort Riley boundaries. The contractor must provide 24/7 rotary wing aircraft, fully trained medical flight crews, medical equipment, and all supplies necessary to perform emergency air evacuation services with a maximum 30-minute response time to the response site. The contractor must be capable of landing in unimproved terrain on isolated ranges and training areas. Services are required on all observed state and federal holidays, with a combined training exercise potentially required at night during the week (exemption granted if an aero-medical mission is received during scheduled training).
The contract period runs from June 15, 2026 through June 14, 2031, comprising a base year plus four one-year option periods. Pricing is structured on three firm fixed-price line items per period: lift-off to patient at $17,250.00 per job, mileage with patient on board at $150.00 per mile, and cost of supplies per call with no separate charges. Individual calls shall not exceed $30,000; total BPA value shall not exceed $500,000. The contractor must maintain proof of insurance, FAA and Kansas state certifications, personnel background screenings, HIPAA compliance, AT Level I and iWATCH training, and indemnify the Government for contractor negligence or misconduct. Evaluation prioritizes technical capability (30-minute response time, federal regulatory compliance, required licenses and certifications), price on technically acceptable offers, and past performance in air ambulance services within the past five years assessed via CPARS. NAICS code is 621910; PSC is V225.
