About this file

This is a Solicitation/Contract/Order for Commercial Products and Commercial Services (Standard Form 1449) issued by the U.S. Army Corps of Engineers for air ambulance support services at Fort Riley, Kansas.

The solicitation number is W911RX26QA0420001, with an offer due date of 09 JUN 2026 at 12:00 PM. The contract is set aside for Women-Owned Small Business (WOSB) concerns and is unrestricted. The contracting officer is VERNARD ROSS, reachable at 5209441971. The period of performance spans from 15 JUN 2026 to 14 JUN 2031 (five one-year option periods). The contractor must provide rotary wing air ambulance services, fully trained medical flight crews, medical equipment, and all necessary supplies for air evacuation operations supporting Fort Riley. Services cover evacuations to locales in Kansas and surrounding states as required and are not limited to Fort Riley boundaries. Pricing is structured on a firm fixed-price basis with three line items per contract year: lift-off to patient (per job), mileage with patient on board (per mile), and cost of supplies used per call. The North American Industry Classification System (NAICS) code is 621910, with a size standard of 621910. Evaluation criteria include technical capability (ability to meet 30-minute response time, federal regulatory compliance, required licenses, and personnel certification), price (overall lowest cost on all technically acceptable offers), and past performance (assessed via the Contractor Performance Assessment Reporting System with relevancy defined as air ambulance services within the past five years). Payment will be made via electronic funds transfer through the Wide Area WorkFlow (WAWF) system. The contract incorporates numerous FAR and DFARS clauses covering standard commercial acquisition requirements, labor standards, cybersecurity, small business utilization, and continuation of essential services.

252.237-7023 Continuation of Essential Contractor Services.

2010-10

CONTINUATION OF ESSENTIAL CONTRACTOR SERVICES (OCT 2010)

(a) Definitions. As used in this clause-

(1) "Essential contractor service" means a service provided by a firm or individual under contract to DoD to support mission-essential functions, such as support of vital systems, including ships owned, leased, or operated in support of military missions or roles at sea;

associated support activities, including installation, garrison, and base support services; and similar services provided to foreign military sales customers under the Security Assistance Program. Services are essential if the effectiveness of defense systems or operations has the potential to be seriously impaired by the interruption of these services, as determined by the appropriate functional commander or civilian equivalent.

(2) "Mission-essential functions" means those organizational activities that must be performed under all circumstances to achieve DoD component missions or responsibilities, as determined by the appropriate functional commander or civilian equivalent. Failure to perform or sustain these functions would significantly affect DoD's ability to provide vital services or exercise authority, direction, and control.

(b) The Government has identified all or a portion of the contractor services performed under this contract as essential contractor services in support of mission essential functions. These services are listed in attachment ____, Mission-Essential Contractor Services, dated ____.

(c)(1) The Mission-Essential Contractor Services Plan submitted by the Contractor, is incorporated in this contract.

(2) The Contractor shall maintain and update its plan as necessary. The Contractor shall provide all plan updates to the Contracting Officer for approval.

(3) As directed by the Contracting Officer, the Contractor shall participate in training events, exercises, and drills associated with Government efforts to test the effectiveness of continuity of operations procedures and practices.

(d)(1) Notwithstanding any other clause of this contract, the contractor shall be responsible to perform those services identified as essential contractor services during crisis situations (as directed by the Contracting Officer), in accordance with its Mission-Essential Contractor Services Plan.

(2) In the event the Contractor anticipates not being able to perform any of the essential contractor services identified in accordance with paragraph (b) of this section during a crisis situation, the Contractor shall notify the Contracting Officer or other designated representative as expeditiously as possible and use its best efforts to cooperate with the Government in the Government's efforts to maintain the continuity of operations.

(e) The Government reserves the right in such crisis situations to use Federal employees, military personnel or contract support from other contractors, or to enter into new contracts for essential contractor services.

(f) Changes. The Contractor shall segregate and separately identify all costs incurred in continuing performance of essential services in a crisis situation. The Contractor shall notify the Contracting Officer of an increase or decrease in costs within ninety days after continued performance has been directed by the Contracting Officer, or within any additional period that the Contracting Officer approves in writing, but not later than the date of final payment under the contract. The Contractor's notice shall include the Contractor's proposal for an equitable adjustment and any data supporting the increase or decrease in the form prescribed by the Contracting Officer. The parties shall negotiate an equitable price adjustment to the contract price, delivery schedule, or both as soon as is practicable after receipt of the Contractor's proposal.

(g) The Contractor shall include the substance of this clause, including this paragraph (g), in subcontracts for the essential services.

Evaluation-Commercial Products and Commercial Services (Feb 2026) (Deviation 2026-O0038)

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

Technical Capability:

Ability to meet the required 30 minute response time.

Offeror must submit a narrative or plan in sufficient detail to evaluate compliance with the requirements in the solicitation.

Offeror's submission must demonstrate the offeror's ability to meet the requirements outlined in the Scope of Work (SOW).

At a minimum, the narrative or plan must answer the following requirements:

a) Comply with and show proof of all Federal Regulations outlined in Section 5 of the Scope of Work (SOW).

b) Provide all required licenses.

c) Provide Certification of Contract persons. Adhere to all Requirements under section 5 and the entire SOW, exhibits and attachments.

Price:

Overall price will be evaluated on all Technically Acceptable offers. The Government intends on awarding the contract to the Offeror that is most advantageous to the Government.

a) Offers must be submitted on SF 1449.

b) The Offeror must submit a proposed unit price and total amount for each CLIN listed in the solicitation.

c) Quotes submitted must clearly identify the corresponding CLIN for each item priced as well as each item's unit price and quantity. A total price of all items must also be included.

d) The Offeror must ensure the unit prices are represented in two decimal positions only (example: $0.27, not $0.27432).

e) The price submitted for each CLINS must be totaled to reflect the overall price for volume up base and each option.

f) The contractor must provide a summary roll up off price reflective of the total contract price for base and for option periods.

Past Performance:

1) In the case of offerors for which there is no information on past contract performance or where past contract performance information is not available, the offeror may not be evaluated favorably or unfavorably on the factor of past contract performance.

2) There are two aspects to the past performance evaluation: recency and relevancy in contractor performance and source of information. Recency is defined as any relevant work completed within the past 5 years. Relevancy is defined as any work within the category of air ambulance services whether for the government or non-government entities.

3) The Contractor Performance Assessment Reporting System (CPARS) will be used to assess past performance when evaluating potential contractors for this action.

(b) . The Government will evaluate offers for award purposes by adding Options (if applicable) the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

(c) . A written notice of award or acceptance of an offer furnished to the Notice of award successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
