About this opportunity
The Defense Intelligence Agency is conducting a Sources Sought Notice for the AIO Prometheus Program, which involves highly specialized intelligence data analysis and object-based production services for the Directorate of Analysis, Analytic Innovation Office. This program represents a continuation of work originally developed under a SIBR contract and is being transitioned to its own dedicated contract to enable further research and development activities. The agency has determined that a sole source procurement approach is necessary due to the specialized nature of the services and because the government lacks adequate rights in the computer software and documentation that would be required for competitive disclosure. The opportunity was posted on June 18, 2025, with responses due by June 30, 2025. The procurement cannot be conducted competitively because the proprietary software and documentation cannot be shared outside the government for competitive solicitation purposes.
This procurement does not utilize any set-aside designations and is being pursued as a sole source acquisition. The notice indicates that the program was previously performed under a SIBR contract, suggesting there is an existing contractor with established capabilities and proprietary systems integral to the program's execution. No specific award values, budget ranges, or contract quantities are disclosed in this pre-solicitation notice. The timeline focuses on the immediate response deadline of June 30, 2025, for this sources sought inquiry, though no information is provided regarding the anticipated contract performance period or service delivery timelines. The transition from the original SIBR contract structure to a dedicated contract vehicle suggests this is a mature program requiring continued specialized support rather than initial development work.
Notice text
This is a Sources Sought Notice. After considering its market research, including certain capability statements from responsible sources, VACA has decided to proceed with a sole source contract in support of the Directorate of Analysis, Analytic Innovation Office for the Prometheus Intelligence Data Analysis and Object-Based Production Program. This program was originally developed on a SIBR contract and is being moved to its own contract to allow for further research and development. This follow-on contract is for highly specialized services and the agency does not possess adequate right in computer software or computer software documentation to disclose the computer software or computer software documentation outside the Government for the purposes of a competitive procurement. As such, the government is unable to solicit this requirement on a competitive basis.
