About this opportunity

The U.S. Department of Education's Office for Civil Rights intends to award a sole-source order to Kaizen Laboratories Inc. under the Multiple Award Schedule contract 47QTCA26D003S for an AI-native complaint intake and case analysis solution, on a sole-source basis.

OCR faced a critical backlog exceeding 25,000 pending cases as of the justification date, growing at approximately 2,000 complaints monthly. The office began calendar year 2025 with 19,000 pending complaints, received a record 23,879 new complaints during 2025, and resolved approximately one percent of its pending inventory. Manual intake, deduplication, and categorization substantially exceed case processing benchmarks established in the OCR Case Processing Manual. The Government requires a commercially available, AI-native solution configured and deployed into production to automate these functions for both the existing backlog and future complaints.

The sole-source justification identifies Kaizen Laboratories as the only source capable of meeting the requirement combination within the required timeframe. The controlling constraints are in-boundary deployment using existing Federal authorization, production deployment within 90 calendar days of award, production-proven modules assembled rather than custom-developed, AI-native classification meeting 90 percent precision and 85 percent recall standards, and AI-assisted requirements-to-configuration capability. Market research from GSA eBuy RFI1822661 documented that no other FSS contractor or combination of contractors satisfies this combination. The solution must comply with FISMA Moderate baseline, Section 508, FERPA, and the Privacy Act of 1974. Place of performance is in-boundary deployment within the Department's existing cloud security perimeter. The contract includes a 30-day transition-out option exercisable at Government discretion.

Update #1 ·

OCR enforces federal civil rights laws in the nation's schools, including Title VI, Title IX, Section 504, and the Age Discrimination Act. OCR began calendar year 2025 with approximately 19,000 pending complaints and received a record 23,879 new complaints during 2025, while resolving approximately one percent of its pending inventory. The pending inventory now exceeds 40,000 cases and grows by approximately 2,000 complaints per month. Intake, deduplication, and categorization are performed manually, contributing to processing times that substantially exceed the case processing benchmarks established in the OCR Case Processing Manual. The Government requires a commercially available, AI-native complaint intake and case analysis solution, configured and deployed into production, that automates intake, deduplication, and categorization of the existing backlog and of future public complaints.

Awarded contract 47QACA26F0343 to unknown vendor for unknown amount on 2026-08-13.
