About this opportunity
The US Patent and Trademark Office intends to solicit a FedRAMP-authorized Software-as-a-Service AI-driven image search tool, with Phase 1 RFI responses due June 19, 2026 at 12:00 PM ET and Phase 2 virtual product demonstrations scheduled July 13–17, 2026. No set-aside is anticipated; competitive eligibility will be determined following RFI evaluation under the Patent and Trademark Office Acquisition Guidelines Alternative Competition Method.
Place of performance is nationwide, supporting approximately 12,000 patent examiners across USPTO facilities. The solution must achieve Moderate FedRAMP impact level with full authorization (not in-process status) and integrate with USPTO's Okta authentication system. Contractors must aggregate patent and trademark data from 80+ global authorities, including the European Union Intellectual Property Office, World Intellectual Property Organization, and offices in China and Japan, with weekly database updates. The system shall support multi-image uploads (1–7 per query), advanced image manipulation tools, similarity ranking, and automated classification suggestions aligned with USPC, Locarno, and Cooperative Patent Classification standards. Search query execution and results display must complete within 6 seconds; next-page load within 1 second; and document display within 2 seconds. Images uploaded during sessions must be deleted upon idle timeout or logout, though caching and retention in saved projects are permitted. The contractor must comply with Executive Orders 13960 and 14110 regarding AI transparency, explainability, auditability, and bias mitigation. The anticipated contract vehicle is firm fixed price with a 12-month base period and four 12-month option periods. Either the OEM or an authorized reseller may serve as prime. The Government prefers a complete turnkey solution covering Design, Utility, and Plant patent types but reserves the right to issue multiple awards or accept in-process FedRAMP status if in its best interest. Exclusive Government ownership applies only to customized code and USPTO-specific configurations; the contractor retains standard commercial license rights to its pre-existing platform.
