About this opportunity
The Federal Bureau of Investigation issued a notice of intent to award a sole-source firm-fixed-price preventative maintenance contract to Agilent Technologies for OEM maintenance services and software updates over a twelve-month period, with submissions due by 5:00 PM EST on June 10, 2026. The FBI Laboratory Division requires OEM maintenance to preserve warranty coverage for Agilent Bravo liquid handling robots and Agilent PlateLoc instruments; only Agilent-certified engineers are authorized to service these systems, access proprietary software, and supply OEM parts, and third-party service is not permitted and would void the manufacturer's warranty. Market research confirms Agilent Technologies is the sole source capable of meeting these requirements. The Government intends to negotiate under FAR 6.3021 (Only One Responsible Source). Responsible sources may submit a capability statement, proposal, or quotation despite the non-competitive posture; submissions to Adelle Bolton, Contracting Officer (albolton@fbi.gov), must include clear and convincing evidence that competition would benefit the Government, the company's Unique Entity ID, and business size designation. Information will be used solely to determine whether a competitive procurement is appropriate. NAICS 334516, PSC J066. A Justification for Other Than Full and Open Competition is available upon request.
