About this opportunity

The Mission and Installation Contracting Command (MICC) Fort Eustis, a component of the Department of the Army Materiel Command, has issued a Special Notice of Intent to Sole Source on April 10, 2026, for the procurement of an Agilent ICP-MS System. The contracting officer intends to award a sole-source contract directly to Agilent Technologies, Inc., located in Wilmington, Delaware, under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing). Interested contractors have until April 15, 2026, at 10:00 AM EST to submit written evidence demonstrating that competition for this requirement would be advantageous to the government; oral communications will not be accepted. The procurement encompasses a comprehensive analytical laboratory system consisting of seventeen line items, including the Agilent 8900 ICP-MS bundle with MassHunter software, supporting equipment such as a recirculating chiller and autosampler, gas handling components with multiple regulators, and on-site method consulting services. If no affirmative written responses are received by the deadline, the government will proceed with the sole-source award without further notice, as the determination to compete this requirement is solely at the government's discretion. Participation is restricted to parties that can demonstrate clear and convincing evidence of competition's advantages, making this opportunity available only to those prepared to challenge the proposed sole-source award.
