About this opportunity

The Department of Health and Human Services Office of the Assistant Secretary for Administration has published a Special Notice regarding a sole source contract for maintenance services on an Agilent 6495C Triple Quadrupole Mass Spectrometer. This notice was posted on February 25, 2026, with a response deadline of March 2, 2026, and represents a notice of intent to award rather than a request for competitive bids. The contract falls under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) and PSC code J066 (Maintenance, Repair and Rebuilding of Equipment). The government is pursuing a sole source award under FAR subpart 13.106-1(b)(1)(i) based on the determination that only one source is reasonably available to provide these specialized services. Interested parties may submit evidence within five calendar days demonstrating that competition would be advantageous to the government.

The primary objective of this sole source contract is to secure manufacturer-authorized maintenance and technical support services for the mass spectrometer located at the National Institutes of Health's Center for Cancer Research in Bethesda, Maryland, with a contract period running from March 1, 2026 through February 26, 2027. Required services include one planned preventive maintenance visit, 24-hour emergency response capability, unlimited remote support, provision of OEM replacement parts under the CrossLab Silver Service coverage level, and software updates to the latest MassHunter Workstation Software versions. To participate, contractors must demonstrate they are Agilent-authorized, factory-trained, technically qualified personnel with at least one backup support person available. The firm fixed-price purchase order structure requires quarterly payment in arrears through the Department of Treasury's Invoice Processing Platform, with invoices due 30 days after receipt or government acceptance. The point of contact for inquiries is Rodolfo Duque at the National Institutes of Health (240-858-7886, duquero@nih.gov).
