About this opportunity

The Air Force Research Laboratory (AFRL), Materials & Manufacturing Directorate, Structural Materials Division (AFRL/RXC) is seeking white papers and potentially technical and cost proposals to support its Structural Materials and Applications mission through this open Broad Agency Announcement (BAA). The procurement covers structural materials technologies ranging from materials and scientific discovery through technology development and transition, with research interests encompassing ceramic matrix composites, polymer matrix composites, metallic materials, composite performance prediction, characterization and sensing technologies, and integrated computational materials engineering. Key objectives include developing materials to enable higher efficiency propulsion systems, lightweight structures for space vehicles and hypersonics applications, thermal protection systems, and sustainment of aging airframes. Proposals will be evaluated based on their alignment with the identified competencies and Air Force application area needs outlined in the Statement of Objectives. White papers were initially due September 20, 2023, with selected offerors having 30 working days to submit full proposals upon notification of interest, and the solicitation remains open through September 20, 2027.

This BAA uses no set-aside designations and welcomes participation from small businesses and non-traditional defense contractors. The program carries an estimated total value of $800 million to be distributed across multiple contracts, with individual awards ranging from $50,000 to $50 million depending on project scope and performance periods ranging from 12 to 60 months. Contract types available include cost-plus-fixed-fee, firm-fixed-price, and cost reimbursement arrangements. Submissions may be made electronically and must include appropriate security program plans to protect government science and technology information. All proposals should be directed to the designated contracting point of contact, with amendments to the original solicitation (posted September 20, 2018) providing updated submission requirements and contact information through September 2023.
