About this opportunity

The Air Force Research Laboratory (AFRL/RQ) at Wright-Patterson AFB, Ohio is conducting a sources sought for small Unmanned Aerial Systems (sUAS) to support flight test research and development activities. The procurement specifically seeks one Teal 2 drone system along with associated spare parts including 20-packs of both clockwise and counterclockwise propellers. The system must meet DoD cybersecurity and manufacturing requirements and be sourced from vendors approved by the Defense Innovation Unit (DIU), with preference given to systems currently used by other Air Force units to ensure standardized procedures. Key technical requirements include lightweight design under 3 pounds, dual-axis EO/IR gimbal with Hadron 640R sensor, 30-minute flight time, 10 m/s flight speed, wind resistance up to 25 mph gusts, and 5 km range from ground control station. This pre-solicitation notice has a response deadline of September 16, 2025, just five days after its posting date.

This opportunity is designated as a Total Small Business set-aside, restricting competition to qualified small business contractors. The procurement includes one complete sUAS system with specific quantities of spare components: 20 additional propellers with guard protection, 20 propellers with silver rivets and locking mechanisms, plus replacement batteries, chargers, transport kit, and field repair kit. The system must include DIU approval documentation and appropriate FCC licenses, indicating compliance with federal regulatory requirements. No incumbent contractors or budget ranges are specified in this pre-solicitation notice, and no contract award values are mentioned, suggesting this is an early market research phase to identify capable vendors before formal solicitation release.

MINIMUM REQUIREMENTS

Small Unmanned Aerial Systems (sUAS) for Flight Test Use

Background & Scope: AFRL/RQ requires small Unmanned Aerial Systems (sUAS) assets to provide realistic scenarios for the development of advanced UAS technologies. Currently, AFRL/RQ does not have any common assets to support this function at the AFRL test site at the WrightPatterson AFB, OH

Requirements/Salient Characteristics: Per DoD mandate, sUAS used by the DoD and DAF must be purchased from approved vendors and meet specific manufacturing and cybersecurity requirements. The DoD has established the Defense Innovation Unit (DIU) to identify sUAS vendors and systems that meet these Statute requirements and provides a list of approved systems at the following website - https://www.diu.mil/blue-uas-cleared-list. System selected should be ones that are currently used by other DAF units to enable common flight procedures and easy approval. AFRL/RQ requires a total of one (1) systems to provide test site research and development efforts.
