About this opportunity

NASA Kennedy Space Center seeks commercial proposals to lease vacant, undeveloped land in Exploration Park at Kennedy Space Center—specifically SCW Parcel 3 (approximately 39.66 acres) and SCW Parcel 4 (approximately 126.5 acres)—with proposals due November 6, 2026, by 5:00 p.m. ET. The parcels may be leased individually or in combination and can accommodate multiple concurrent users. No set-aside applies.

Place of performance is Merritt Island, Florida 32953. Eligible proposers are limited to U.S. Commercial Providers under the Space Commerce Act and U.S. Persons as defined in the International Traffic in Arms Regulations; foreign ownership must be disclosed. Ineligible entities include those debarred from federal contracting, listed on non-procurement or reciprocal lists, included in Country Reports on Terrorism, affiliated with the People's Republic of China, subject to felony indictment, or otherwise prohibited from U.S. Government contracts.

The lease is offered on an "as is, where is" basis with no warranties for a 20-year base term with two optional 5-year renewal periods. Estimated 2026 Base Rent ranges from $17,648.33 to $30,905.82 per acre annually, subject to 4% annual escalation, plus a Support Amount equal to approximately 17% of annual Base Rent. Mandatory reappraisal occurs every 10 years for leases exceeding 10 years, with rent adjustments forward-looking only and no retroactive refunds.

Tenant must commence construction within 24 months of commencement or NASA may terminate with 30 days' notice. Prior to lease execution, the selected tenant must execute a Reimbursable Space Act Agreement for environmental due diligence and Phase I Environmental Site Assessment; PFAS contamination has been noted in groundwater and surface water near both parcels, potentially requiring additional NEPA analysis.

Evaluation factors in order of importance are Annual Base Rent Proposed (higher values preferred), Financial Capability/Viability, Technical Approach, Experience, and Level of Economic Impact. The Question-and-Answer period closed September 25, 2026; Q&A responses are posted on sam.gov as of October 20, 2026.
