NOTICE OF CONTRACT ACTION (NOCA) - The Air Force Operational Test and Evaluation Center (AFOTEC) intends to issue a Request for Proposal (RFP) for Operational Test & Evaluation Services (OTES) on or about 1 June 2010 with written proposals due on 15 July 2010. This is a 100% small business set-aside for only those small businesses designated as "small" under the NAICS 541712. The government anticipates to negotiate and award multiple Indefinite Delivery, Indefinite Quantity (IDIQ) contracts as a result from this solicitation. This synopsis neither constitutes a Request for Proposal (RFP) nor an Invitation for Bids (IFB), nor does it restrict the government in any way to an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose.
Detailed information on this acquisition was previously posted at www.fedbizopps.gov as solicitation FA7046-10-R-0001 and FA7046-09-R-0003. Potential Offerors are hereby notified that the solicitation and subsequent amendments to the solicitation will only be available by downloading the documents at http://www.fedbizopps.gov. This office will not issue hard copies of the solicitation, attachments, or technical documents. Award will be made on a best-value basis; price and other factors are being considered.
Foreign participation is not allowed due to security access restrictions.
Potential offerors must have current security clearances at the classification level as specified in the DD Form 254 and must show the ability to provide security levels up to Special Access Program (SAP).
Due to the potential for decreased task order competition after award, cross-teaming is prohibited. The intent of this prohibition is to create pure, distinct, separable teams that remain as such during the life of this contract.
All potential offerors are reminded, in accordance with DFARS 252.204-7004, Required Central Contract Registration, that lack of registration in the CCR database with a CAGE code BY 15 July 2010 will make an offeror ineligible for award. Also, the contractor must have the NAICS code listed in this solicitation on their CCR Registration.
Comments and/or questions will be accepted one week after the final RFP is released. Comments and/or questions must be written and will be accepted via e-mail. Official proposals to the final RFP will not be accepted via email.
