Item RFP Reference, if given in response Question/Comment/Recommendation Government Response
Section H-270 Key Personnel (Mar 2008), (b) states:
“The offeror agrees that during the task order performance period no personnel substitutions will be permitted unless such substitutions are necessitated by an individuals’ sudden illness, death or termination of employment.”
Question 1. Does this apply to all personnel or just “Key Personnel”?
Question 2. This requirement seems excessively restrictive since task orders could be awarded for multiple years and employees could have to forgo advancement within the company because they are “tied” to a specific task order. Would the Government consider limiting this restriction to the first year of the task order? Question 3. Please clarify the approval authority for substitutions.
1) This only applies to Key Personnel identified in the clause. As none were identified, this clause does not apply to either task order.
2) No, if key personnel are identified, they have been identified as being crucial to the task order's success.
3) The approval authority is the Contracting Officer.
Section L7.3.3 Subfactor Three:
Management states:
“…shall provide the following…;
Approach, L7.3.3.1.3 states:
“Personnel used to support this contract and their specific experience and skills relevant to this effort. Provide position description for all direct personnel supporting technical requirements.”
Because of the breath of the technical requirements required to be executed by the RFP PWS, the offeror will be required to include multiple position descriptions in this section. Because of the page limitation in this section (“Management Plan is NTE 10 pages total with the transition plan NTE 5 pages.”) may we summarize the position descriptions in a table in this section and include a more detailed written description in Volume IV, Cost/Price?
Position descriptions are not included in the page limitation.
Section 9.0 Volume IV – Cost/Price contains specific detail for the information required for Task Order pricing and for indirect rates.
Since only a select subset of the positions the offeror is proposing for the contract is included in the sample task orders, how does the Government want the offeror to present the cost for the remaining positions required as part of the Management Plan?
The task orders are not samples, they are REAL task orders requiring Offerors to being performing at time of award. All positions should be priced for each task order.
Section L2.1.4 states in part that tables, graphs and charts are to be “no smaller than Times New Roman 10 Point.”
Will the government consider Arial 10 Point suitable for these presentations? Yes
Section L2.1.1 states that “text lines shall have 1.5 line spacing.”
Given the volume of information that must be presented, would the government consider 1 versus 1.5 line spacing? No, 1.5 spacing is required.
45 Volume IV Cost/Price.
It is understood that Task Order 1 and 2 are to be accomplished on government site and at government site rates. Will all work on this ID/IQ be accomplished on government site and if not, does this necessitate a requirement for off-site rates in the cost proposal?
At this time, all work is to be accomplished on government site.
However, there may be times where work will be accomplished off-site. Requests for task order proposals will identify this and at that time, proposals shall address off-site rates.
