This is the FINAL Request for Proposal (RFP) for the Consultant Advisory/Technical Services (CATS) for the Air Force Medical Service (AFMS).
The CATS program is a full and open competition that targets 5 contract awards followed by a small business set aside competition targeting an additional five small business awards. The NAICS Code for this acquisition is 541611-Administrative Management & General Management Consulting Services. The small business size standard is $7,000,000.00
The AFMS Consultant Advisory/Technical Services (CATS) contracts shall serve as a vehicle to provide management and professional support services including advice/opinions. Studies, analysis and evaluations will provide alternatives and recommendations to improve the AFMS knowledge and expertise in the area of (but not limited to) group practice management, subject matter expertise, health care administration, project management, executive assistance, administrative assistance, policy and engineering and technical services. Policy services include development, management, administration and improving operation of the Legacy Systems. Engineering and technical services may be required to more effectively maintain and operate AFMS infrastructure including software, hardware and physical infrastructure in, for example, the area of supporting life-cycle management activities on field medical systems. In performing these services, the contractor may be required to provide studies, analysis and/or evaluations in, for example, the area of financial analysis and business process consulting.
Estimated Number of Awards: The Air Force anticipates awarding 10 Multiple Award Contracts. Targets 5 full and open competition contract awards followed by a small business set aside competition targeting an additional five small business awards. The contracts will have a five-year ordering period. Task orders may have up to a base year and up to (2) one-year option periods. Please see the RFP for additional details.
Proposals Are Due By 6 July 2011, 1300 (1:00 p.m.) Eastern Daylight Savings Time and shall be addressed to the Contracting Point of Contact (POC) as stated in the RFP. The Government authorizes early proposal submission if offerors wish to submit their proposal before the due date.
RFP Question Due Date: Any questions on the RFP are to be submitted via e-mail to robert.goeke@wpafb.af.mil AND melissa.garmoe@wpafb.af.mil no later than 7 June 2011.
Additionally, to assist in Government planning efforts, no later than 7 June 2011, offerors intending to propose on the CATS RFP are requested to send an e-mail to the above points of contact with a subject line of "Intent to Propose FA8053-11-R-0001". The e-mail should include the RFP number FA8053-11-R-0001, and the offeror's name with company point of contact (POC) information. This notice is to aid in source selection planning purposes only. Failure to submit a notice in no way precludes an offeror from subsequently submitting a proposal.

The purpose of this amendment is to add the Q&A received in response to the Draft RFP issued November 2010. Also, the CATS Program Office is now targeting releasing the Final RFP in January 2011.

Solicitation number FA8053-11-R-0001 replaces solicitation numberFA7014-09-R-0018 for the AFMS Clinical Advisory/Technical Services (CATS). This announcement is for the Draft Request for Proposal (DRFP). Request responses on this draft announcement by the date indicated on this announcement. The CATS program office anticipating releasing Final RFP in December 2010.
This Advisory & Assistance (A&AS) requirement is to provide management and professional support services, studies, analysis and evaluations, and engineering and technical services to meet Air Force Medical Service (AFMS) Advisory & Assistance (A&AS) requirements throughout the United States including Alaska and Hawaii. The Air Force's intent is to award a multiple award task order, indefinite delivery indefinite quantity contract. The estimated award date is July 11. The anticipated contract will have a 5-year ordering period. Competitive task orders will be awarded for up to one year with one year option periods until the end of performance. The approximate Draft Request for Proposal (RFP) issue date is 22 Nov 10. The solicitation release date is scheduled for Dec 10 with a response date of Jan 11. The anticipated final solicitation will include a full and open competition that targets 5 contract awards followed by a small business set aside competition targeting an additional five small business awards. This strategy has been coordinated with the Small Business Administration.
