H.3. TASK ORDER PROCEDURES (SUBSEQUENT TASK ORDERS)

14. Subcontracting Plan: (Only applicable to unrestricted orders)

The subcontracting plan shall demonstrate a valid corporate commitment between all parties detailing business agreements that put the prime contractor (or in the case of Mentor Protégé and Joint Venture agreements, one of the partners) firmly in control and responsible for all aspects of the subcontractor(s) performance. Large business Contractors shall be aggressive in subcontracting to small business concerns

IAW FAR Subpart 19.7 – The Small Business Subcontracting Program and participate with small business, veteran-owned small business, service-disabled veteran-owned small business, HUB Zone small business, small disadvantaged business, and women-owned small business concerns. Large business will subcontract 25% (by total dollar amount and total subcontract dollar amount) to small business concerns in the above categories. Contractors shall report Consultants, Advisory and Technical Services (CATS) dollars subcontracted to the Small Business Concerns of businesses on an annual basis through the submission of the ESRS System, Subcontracting Report. Small business will ensure at least 50% of the cost of contract performance incurred for personnel shall be expended for employees of the prime contractor (Ref FAR52.219-14).

1.21 Volume I – Contract Documentation and Executive Summary

1.21.1.9 Security Plan

Defense Security Service (DSS) will determine if offeror has an adequate security plan in accordance with the requirements in DD Form 254 (Attachment J-6).

L.2 Volume II – Technical Proposal Volume

2.3.1.4 The offerors proposed Performance Management Plan shall demonstrate a business process that provides a link that ensures compliance between future task order bid rates and NTE prices in the contract.

2.5 Proposal Cross Reference Matrix (Table 1.8,Vol. 2, Tab 5) - The offeror shall fill in and provide corresponding Sections L and M proposal paragraph references in the column entitled “Offerors Proposal

Paragraph Reference” in the below matrix. Offerors proposal paragraph number and format shall mirror and cross reference Sections L and M paragraph numbering to the maximum extent practical. This is only a tool to assist in the proposal process. The contractor is ultimately responsible for ensuring all areas are addressed fully and all requested information is completed and turned in appropriately IAW Sections L and M of the RFP.
