H.3. TASK ORDER PROCEDURES (SUBSEQUENT TASK ORDERS)

9. TOPR Pricing

Task Orders may include Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF), Incidental Material

Reimbursement and/or Travel-Cost Reimbursable CLINs. Other than Service Contract Act (SCA) wage adjustments, no changes will be made to awarded prices. Therefore, contractors should include all direct and indirect costs in the price for each performance period.

A. Firm Fixed Price (FFP) and Cost Plus Fixed Fee (CPFF): FFP is the preferred task order type. For

FFP and CPFF task order proposals, the Contractor shall provide and shall be evaluated on a bottom-line price for the entire effort.

B. Cost Plus Fixed Fee (CPFF): The task order proposal will specify the labor category who will provide required services, the estimated number of hours each person will work, indirect charges associated with the work performed, and fee associated with the performance of the task order. The Contractor shall work closely with the Government in monitoring the “burn rate” of these task orders to ensure adequate funding is available to meet task order requirements. The contractor will notify the government on a monthly basis and in accordance with the clauses in the Task Order.

C. Incidental Material Reimbursement: This is a cost reimbursement type CLIN. When incidental materials are required, the Contractor's proposal shall clearly indicate the items required, the corresponding cost, an explanation of why the materials are necessary and evidence of how the material costs were determined. All incidental materials shall be approved by the COR prior to purchase. All items over the micro purchase threshold see FAR 13.003(b) shall be approved by the Contracting Officer.

In addition, the contractor shall supply three quotes as proof of cost reasonableness to the CO when requested by the contracting officer.

D. Travel-Cost Reimbursable: Contractor employees may be required to travel to various locations within the United States and its territories in the performance of task orders. Definitive travel requirements will be defined in each Task Order Proposal Request. Reference Section B CLIN 0004. Cost will be IAW the Joint Travel Regulations (JTR) for government civilian employees.

H.10. ON RAMPS

The Government reserves the right, when beneficial to the Government, to reopen competition in either or both competition pools at any time during the term of the contract. The Government intends to review the need for additional Consultant, Advisory and Technical Services (CATS) contractors at the 18-24 month point in an attempt to maintain competition during the CATS contract ordering period. When an on-ramp is used, the Government will advertise the reopening of the competition on FedBizOpps, and awardees shall meet the criteria established in the initial CATS solicitation. The evaluation and selection of awardees for any on-ramp will be exactly the same as the evaluation and award criteria used for the

CATS initial basic contract awards. Any new awardees will compete with any existing or remaining contractors for all task orders in the appropriate competition pool. Any additions due to on-ramps will not impact the CATS ceiling or individual competition pool ceilings; and the ordering period for new awardees will not exceed the overall maximum term of the original ID/IQ contract, including options (i.e., will not extend past the dates established at initial award). The Government will not consider unsolicited requests for addition to either or both of the competition pools.

INSTRUCTIONS, CONDITIONS AND NOTICES TO OFFERORS

The offerors proposal shall be valid for 240 calendar days after the proposal due date. The offeror shall annotate block 12 of the Standard Form 33 that the proposal is valid as referenced above.

L.1 – Information to Offerors and Instructions for Proposal Preparation

1.8 Organization/Number of Copies/Page Limits

The offeror shall prepare the proposal as set forth in the Proposal Organization Table (Table 1.8 below).

The titles and contents of the volumes shall be as defined in this table, all of which shall be within the required page limits and with the number of copies as specified in Table 1.8. The attachments identified in the table shall be separately bound in three-ring, loose-leaf binders, as necessary (tailor attachments as needed to fit in binders). The contents of each proposal volume are described in the solicitation paragraph as noted in the table below.

1.10 Page Size and Format

1.10.1 A page is defined as one face of a sheet of paper containing information. When both sides of a sheet display printed material, it shall be counted as two pages. The proposals will be 8 ½” x 11” paper except for fold-outs used for charts, tables, or diagrams, which may not exceed 11” x 17”. Except for the reproduced sections of the solicitation document and tables, charts, graphs and figures, typing shall not be less than 12 point using Microsoft Word, Times New Roman font. Tracking, kerning, and leading values shall not be changed from the default values of the word processing or page layout software. Use at least

1 inch margins on the top and bottom and ¾-inch side margins. Pages shall be numbered sequentially by volume except for PPI generated from the PPI tool. In the event the offeror creates an ambiguity, the

Government may exercise its own discretion in counting pages. These limitations shall apply to both electronic and hard copy proposals.

1.10.2 Legible tables, charts, graphs and figures shall be used wherever practical to depict organizations, systems and layout, implementation schedules, plans, etc. These displays shall be uncomplicated, legible, and shall not exceed 11 by 17 inches in size. Each printed side of a foldout will count as two pages.

Foldout pages shall fold entirely within the volume. Foldout pages shall fold so that the Government can read and evaluate them without removal from the proposal binder. Foldout pages may only be used for large tables, charts, graphs, diagrams and schematics not for pages of text. For tables, charts, graphs and figures, the text shall be no smaller than Microsoft Word, Times New Roman, 9 point font. These limitations shall apply to both electronic and hard copy proposals.

1.16 Electronic Offers

The content and page size of electronic copies must be identical to the hard copies. For electronic copies, indicate on each CD the volume number and title. As a minimum, each volume must be a separate file. If desired, offerors may use separate files to permit rapid location of all portions, including subfactors, exhibits, annexes, and attachments. The offeror shall submit volumes I through III in electronic format, using recordable CDs. Each volume shall be in a different directory on a CD. If files are compressed, the necessary decompression program must be included. The electronic copies of the proposal shall be submitted in a format readable by Microsoft (MS) Office Word 2007, MS Office Excel 2007, MS Office

Project 2007, MS Office Access, and MS Office Power Point 2007, as applicable. Adobe Acrobat (.pdf) files are permitted on pages where signatures are required. In the event that discrepancies between the hard copies and the electronic copies of the proposal exist, the hard copies will be used for evaluation except for information submitted in the past performance tool.

L.2 Volume II – Technical Proposal Volume

2.1.2 Small Business Opportunities. The small business opportunities submission shall be addressed in

Volume I, Tab 9 and Volume 2, Tab 1.

2.3.1.1 The offerors proposed Performance management Plan shall demonstrate a business process that provides a link that ensures compliance between future task order bid rates and NTE prices in the contract.

2.3.3.1 The offerors Performance Management Plan describes a process to accurately monitor, validate and report Government Service Summary (Section C, subsection 3.1.2 & 3.1.3) and task order deliverables across all task orders as required in DD Form 1423-2 and DD Form 1664.

2.3.3.2 The offerors Performance Management Plan describes a process to respond to problems and take appropriate action to correct performance issues and satisfy Government concerns in a timely manner.

3.2.4 To complete Table B-1, offerors are to look at each labor category and consider the education, experience and qualifications for the highest level labor category listed. Provide an hourly, fully burdened, rate for each labor category in both the on-site and off-site columns. Each 365-day period, after the initial first year, will need to include considerations for annual cost of living changes, inflation, etc.

3.4.3 Accounting System

It is anticipated that Firm-Fixed Price (FFP), Cost Plus Fixed Fee (CPFF), and Cost Reimbursable contract line items (CLIN) will be awarded under any resulting contract. All prime contractors (large or small) shall indicate whether you have Government Approval of your accounting system and if so, provide evidence of such approval. Also, identify any deviations from your standard procedures in preparing this proposal. To receive an award all contractors must have a Government accepted accounting system. The offeror shall provide evidence of an acceptable accounting system as determined by the DCMA (ACO) for accumulating and reporting incurred costs. Offerors are also required to abide by CAS standards (48 CFR 9903.201-1) unless an exemption applies.

3.4.3.1 If the offeror has not been determined to have an acceptable accounting system, then each offeror, and those teaming partners who will perform any part of the effort, shall complete the Prime Contractor

Pre-Award Survey, Attachment L-5 to initiate an accounting system review and submit this attachment to the Contracting Officer. This request should be submitted immediately upon receipt of the RFP but no later than 15 days after release of the RFP.

L.4.0 Volume IV - Past Performance

4.1 Early Proposal Information

Offerors shall submit their past performance volume (Volume IV) seven (7) days prior to the date set for receipt of proposals. The past performance volume will consist of the following for each reference:

4.3.2 Past Performance Questionnaires (PPQs) (Attachment L-2)

The Offeror is responsible for sending Attachment L-2 to the Primary Customer points of contact (POCs) for the relevant contracts submitted in accordance with paragraph 4.2.2 above within 7 calendar days of the issuance of the RFP. The primary customer is considered the individual most familiar with the contractor‟s performance of services at the duty location (end user). The POCs will subsequently fax the completed form directly to the Contracting Officer, Melissa Garmoe, Commercial Fax: 937-656-7520 received by June 30 th , 2011.

Instructions for Offerors

Electronic Format for All Proposal Volumes

Past Performance Instructions (PPI) for Offerors

Offerors must use the PPI Template in order to electronically submit the Past Performance Volume of relevant Past Performance contract information using the PPI Tool.

Downloading the PPI Template The PPI Template can be downloaded by performing the following steps (if you are unable to download the template, contact the contracting officer for assistance):

1. Access the FedBizOpps (https://www.fbo.gov/) website.

2. Find the solicitation posting.

3. Locate the „ppi template‟ link from the „All Files‟ column on the solicitation‟s „Notice Details‟ tab .

4. Select the link and save the „ppi template‟ to your computer.

Entering information in the PPI Template

After selecting and saving the PPI Template, enter information in the template by performing the following steps:

1. Open the saved PPI Template.

2. Select the „Options‟ button from the „Security Warning‟ banner, if applicable

. The „Security Alert‟ pop-up screen displays.

3. Select the radio button „Enable this content‟ and then click „OK‟. A setup pop-up screen displays.

4. Select the „Start‟ button. The „Application Setup‟ screen displays.

5. Enter the Offerors Name and RFP Number and then click the „Next‟ button. The application setup continues.

6. Choose the appropriate option by selecting the corresponding radio button and then click the „Next‟ button. The „Contractor‟s Menu‟ displays.

7. Click the „Step 1: Set up Business Relationships‟ button to create a business relationship, if applicable, for each contributing contracting organization before proceeding throughout the PPI Tool (refer to Section L of the RFP for detailed instructions). Identify all prime and sub-prime organizations and categorize them according to the appropriate role in the proposed acquisition. The „Business Relationships‟ screen displays.

8. Click the „New‟ button to create a business relationship for the proposed acquisition. An additional

„Business Relationships‟ screen displays.

9. Complete the fields as follows (fields marked on the screen with an asterisk „*‟ are required):

Contractor‟s Name: Self-explanatory

Role in Proposed Acquisition: Choose one of the four options – Prime, Sub, Joint Venture, or

Other (Explain). An explanation comment box will display when you select „Other‟.

Place of Work: Location where contractor will perform work.

Percentage of Work: Identify percentage of work contributed by specified contracting organization.

Responsibilities: Detail responsibilities of specified contracting organization.

10. Select one of the buttons at the bottom of the screen.

14. Complete the fields on each of the tabs as follows (fields on the screen marked with an asterisk „*‟ are required):

Contract Information Tab

Contractor: Select from the dropdown the appropriate contractor.

Cage Code: Self-explanatory.

Contract Number: If you don‟t have a contract number, enter “N/A”.

Program Title: Enter full name of program.

Contr Agency/Customer: Enter servicing contracting agency and customer (office symbols suffice).

DUNS Number: Self-explanatory

Delivery Task/Order: If the order is provided as a stand-alone reference, enter the task/call/delivery/purchase order number.

POC & Key Individuals Tab

Key Individuals: Click the „New‟ button to specify any key individual or individuals who participated in this program or who may support the proposed acquisition. Also indicate their roles for both acquisitions, previous and current. To edit or delete an existing key individual, double-click an item from the list.

Note: In accordance with FAR 15.305(a)(2)(iii), relevant experience from key personnel may be evaluated. If you wish to include the past performance of individual key personnel, select the “New” button for each individual and fill out the necessary information.

Customer Points of Contact: Click the „Program/Site Manager‟, „Contracting Officer‟ or

„Admin POC‟ button for the point of contact that you would like to add, edit, or delete.

Note: For government contracts provide current information on Program Manager, Contracting Officer, and Admin POC, if available.

For commercial contracts provide points of contact fulfilling these same roles, if available.

15. Select from the buttons at the bottom of the Past Performance screen:

Save – Saves the Past Performance Information and displays the „Contract Information‟ tab on the Past Performance screen.

Close – Closes the Past Performance screen. If there were any updates, a pop-up window displays asking to save before closing.

Delete – Deletes the current PPI record. A pop-up window displays, select „Yes‟ to delete the record or „No‟ to close the window without deleting the record.

16. Select the „Close‟ button on the „Past Performance Information‟ screen after all of the

PPI records have been added.

Printing Reports and Submitting PPI Tool

In order to print the Business Relationships and PPI reports, perform the following steps:

1. Click the „Step 3: Print Report‟ button . A pop-up displays asking which report to print.

2. Select separately each of the two options, „Business Relationships‟ or „Past

Performance‟. The Business Relationships and Past Performance documents will print separately;

combine the two to create your Past Performance Volume.

In order to submit the Business Relationships and PPI, perform the following steps:

Note: Save the PPI database file as prime contractor name + RFP number + .mdb (e.g.

XYZCompanyFA861710R6158.mdb). Hard copies of the pages generated from this tool shall be used in the hard copy of the past performance volume subject to the limitations outlined in this RFP and should be included in the past performance volume.

2.3 Subfactor 3: Performance Management Plan will be evaluated based on the following contents:

2.3.1 Timely personnel recruiting

2.3.1.1 The offerors proposed recruitment process ensures positions are filled within 30 calendar days.

2.3.1.2 The offeror describes processes to accurately complete required security packages before A&AS personnel start date.

2.3.1.3. The offerors proposal describes a plan that ensures uninterrupted services for recruitment, placement, and retention.

2.3.1.4 The offerors proposal demonstrates a business process or methodology for task order pricing that ensures proposed pricing and option year pricing on future AFMS requirements comply with the contracted rates.

2.3.1.5 The offerors proposed methodology describes how the offeror will accurately track, monitor and maintain an expenditure rate on each task order to ensure the expenditure rate based on the loss of obligated dollars does not exceed the acceptable quality level due to vacancies caused by delays in initial, replacement, and substitution fills.

2.3.2 Personnel replacement

2.3.2.1 The offerors proposed process ensures continuation of services during personnel absences due to sickness, leave, and voluntary or involuntary termination from employment such that impact to the

Government is minimal and position vacancies do not exceed 30 calendar days.

2.3.2.2 The offerors proposed process provides a method to ensure a stable workforce with a turnover rate of less than 30% annually.

2.3.3 External customer satisfaction.

2.3.3.1 The offerors proposed process accurately monitors, validates and reports Government Service

Summary (Section C, subsection 3.1.2 & 3.1.3) and task order deliverables across all task orders as required in DD Form 1423-2 and DD Form 1664.

2.3.3.2 The offeror has the capability to respond to problems and take appropriate action to correct performance issues and satisfy Government concerns in a timely manner.

M.3.0 Price Evaluation. The Government shall rank by price all “Technically Acceptable” proposals.

In the event that the Government enters into discussions, any offeror that was originally rated as

“Reasonably Susceptible of Being Made Acceptable,” that later becomes “Acceptable” would then also be ranked by price. The Total Evaluated Price is the total proposed price for the sample task in Section L, Sample Task Order 1.
