About this opportunity
The Air Force Historical Research Agency, procuring through the 42d Contracting Squadron at Maxwell Air Force Base, Alabama, intends to solicit a complete, turnkey motion picture film scanning system for digitizing analog archival assets, with sources sought responses due June 12, 2026.
This is a sources sought inquiry only; no contract will result from responses. The system must scan 8mm, Super 8mm, 16mm, and 35mm film formats (including 2, 3, and 4-perforation variants) with continuous-motion, sprocket-less transport and optical perforation reading for frame-by-frame stability. Minimum native resolution is 6.5K with High Dynamic Range capability and 16-bit color depth per channel. The scanner must simultaneously capture optical or magnetic soundtracks in a single pass and perform all critical image processing—resizing, color correction, and scaling—via dedicated internal hardware rather than host software. The system must automatically detect and recover from broken or failed film splices without unloading or restart, support unattended scanning, and generate uncompressed DPX sequences, Apple ProRes files (4444, 422 HQ), and WAV/BWF audio files.
The complete turnkey solution includes the scanning unit, pre-configured host computer, comprehensive software suite with operating licenses, and all physical accessories. Place of performance is Building 1405, Room 161, Maxwell AFB, Alabama. The contractor shall provide full on-site installation, system diagnostics, a minimum of two consecutive days of on-site training for up to four government personnel, and the Original Equipment Manufacturer's standard commercial warranty (minimum one year) at no additional cost. All items must be brand new; refurbished items are not authorized.
Respondents must submit company information, business classification, NAICS code, proposed commercial contract terms, and capability documentation by email to malik.bacon@us.af.mil or jeremy.kersey.1@us.af.mil by 1:00 p.m. Central Standard Time on June 12, 2026.
