About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Hill Air Force Base seeks engineering services to complete comprehensive structural analyses and non-destructive inspections of four AN/FPS-117 radar towers across Alaska, with proposals due August 21, 2026 at 2:00 PM MDT. This is a sole-source procurement awarded to Espiritu Design LLC, justified by Espiritu's current ownership of the engineering-critical AB-259 and AB-199 baseline drawings and associated technical data packages required for safe structural modeling; these data will not transfer to Government ownership until November 2026, preventing full and open competition until the following fiscal year. The procurement is set-aside for small business concerns under NAICS 541330 (size standard $25.5 million).
Place of performance is Alaska, with specific site work at Fort Yukon, Indian Mountain, Tatalina, and Sparrevohn. Work is restricted to the May-September environmental access window, with final technical reports due throughout fall 2026 and spring 2027. The contract is priced on a Firm-Fixed-Price basis for engineering and technical support services and a Time & Materials basis for travel expenses with Not to Exceed ceilings and no profit or fee for travel support; total value is under $10 million.
The contractor must employ an actively certified, licensed Professional Structural Engineer licensed in Alaska capable of climbing stairs, ladders, and accessing confined spaces. All contractor personnel require favorable vetting by the PACAF Regional Support Center Security Team prior to site arrival. A DISS request must be submitted for access to restricted areas. The structural analysis shall determine load-bearing capacity, evaluate exposed foundation concrete, identify missing or damaged rebar, and conduct complete failure modes and effects analysis. An initial high-level summary of findings is due within 7 calendar days of on-site work completion, with a comprehensive technical report certified and stamped by an Alaska-licensed PE due within 30 days. A Technical Interchange Meeting must be held no later than 14 days after final report delivery. Proposals should be submitted via email to Christopher Jarman (christopher.jarman@us.af.mil) or Cameron Tucker (cameron.tucker.6@us.af.mil). NAICS code is 541330; PSC code is R425.
