Summary

This is a Department of the Air Force Justification for Other Than Full and Open Competition (CUI document) for a sole-source contract acquisition valued under $10 million. The contract is awarded to Espiritu Design, LLC on a Firm-Fixed-Price (FFP) and Time and Material (T&M) basis to perform engineering structural analysis of four original FPS-117 Long Range Radar towers located in remote areas across Alaska. The work is critical-path and safety-driven, supporting the Homeland Sensors Branch Atmospheric Early Warning System (AEWS) program. The contracting activity is the Air Force Life Cycle Management Center (AFLCMC)/ESGK at Hill AFB, Utah, under RFO 12.201-1 Simplified Procedures authority (41 U.S.C. 1901).

The scope requires comprehensive structural and foundational engineering inspection of AN/FPS-117 radar towers, including structural integrity assessment of steel components, integrated catwalk assemblies, and concrete substructure to calculate certified load-bearing capacity for each tower. Work is funded through FY26 3400 CAM funds with a performance period restricted to the May-September environmental access window in northern Alaska, requiring immediate on-site fieldwork with final technical reports delivered throughout fall 2026 and spring 2027. Espiritu Design is the sole capable source because it currently holds active Government contract rights to the engineering-critical AB-259 and AB-199 baseline drawings and associated technical data packages that are essential for safe, high-fidelity structural modeling—data that will not formally transition to Government ownership until November 2026, creating a legal and technical bottleneck that prevents competition until the following fiscal year. Upon Government formal acceptance and vesting of data rights in FY27, all future structural engineering services for these towers will be competed on a full and open basis.
