This is a Performance Work Statement (PWS) for structural analysis engineering services on AN/FPS-117 radar towers located in Alaska. The contract number is FA8217-26-TBD, prepared by AFLCMC/ESGH (Atmospheric Early Warning System Program Office), dated August 4, 2026.

The contractor must perform visual inspection, structural analysis, and above-ground/grade foundational analysis of four radar towers: Fort Yukon, Indian Mountain, Tatalina, and Sparrevohn. All work must be performed by an actively certified, licensed Professional Structural Engineer (PE) in the state of Alaska who is capable of climbing stairs, ladders, and accessing confined spaces. The structural analysis shall determine load-bearing capacity, evaluate exposed foundation concrete, identify missing or damaged rebar, and conduct a complete failure modes and effects analysis (FMEA). Inspection areas include the crawl space, first floor, second floor, external catwalk, and third floor inside the radome. The contractor must deliver an initial high-level summary of findings within 7 calendar days after on-site work, followed by a comprehensive technical report (CDRL A001) certified and stamped by an Alaska-licensed PE within 30 days. The report must address all Government comments from the draft review. A Technical Interchange Meeting (TIM) must be conducted and held no later than 14 calendar days after final report delivery, with Microsoft Teams dial-in capability for remote participants.

Travel is reimbursed on a Time-and-Materials basis for actual incurred costs under Joint Travel Regulations and RFO 31.205-46, with no profit or fee applied. The contractor must submit written travel requests to the Contracting Officer's Representative (COR) at least 14 days prior to departure and submit Site Arrival Requests (SAR) to PACAF Regional Support Center (PRSC) 14-30 days before arrival. All contractor personnel must be favorably vetted by the PRSC Security Team prior to site arrival, and a DISS request must be submitted for access to restricted areas. The PWS references four Technical Orders and provides attachment documents including site criteria and tower specifications.

1. Overview

1.1. Scope

This PWS outlines the primary requirements when performing structural analysis engineering services on the FPS-117 radar towers in Alaska along with the expected data deliverables.

1.2. Applicable Documents

1.2.1. Government Furnished Information (GFI)

The Contractor shall reference all relevant Technical Order’s (TO) and industry standards for structural analysis. Upon request, the Government will provide any available, applicable documentation which may include site-specific historical condition data, current site photographs, “as-is” drawings (original baseline/intended tower structure drawings – which may be unavailable/incomplete), previous inspection reports, and Reference document FPS-

117TECHDATA.pdf; “FPS/117 Transceive Group/Tower Interface Criteria”.

1.2.2. Technical Order’s

• 31P6-2FPS117(I)-21-1 (AN/FPS RADAR SYSTEM AN/FPS-117(V)1 7326377G1

AND AN/FPS-117(V)4 7326378G4)

• 31P3-2FPS6-232-7 AB-259 (TOWER AB-259/FPS-6)

• 31P6-2FPS3-375-2_AB199 (TOWER AB-199 USAF PART NUMBER AB-199)

• 31P1-2GPS-15 (Rigid Radome; CW-396A/GPS, CW-396B/GPS)

2. Travel

The Contractor is responsible for all travel arrangements for their personnel to and from the tower locations, travel costs, and adherence to the Joint Travel Regulations (JTRs) and RFO 31.205-46. All travel must receive prior written approval from the Contracting Officer or Contracting Officer’s

Representative (COR) prior to booking transportation or incurring costs and must be coordinated with the

Alaskan site POC. To obtain approval, the Contractor shall submit a written travel request (via email) to the COR no later than fourteen (14) days prior to the planned departure. This request must include the traveler names, dates, purpose of the trip, and an itemized estimate of all expected costs (including airfare, charter flights, lodging, and per diem).

Travel shall be reimbursed on a Time-and-Materials (T&M) basis for actual incurred costs, strictly limited to the regulations and per diem allowances outlined in the Joint Travel Regulations (JTR) and RFO

31.205-46 (Travel Costs). Total reimbursement shall not exceed the Not-To-Exceed (NTE) ceiling established in the Travel CLIN. No profit or fee shall be applied to travel costs. Due to the remote site locations, this contract specifically requires and authorizes the use of chartered aircraft, bush planes, and off-road transport when standard commercial routing is unavailable or impractical to meet mission requirements.

To be allowable for reimbursement, the Contractor must provide supporting documentation with their invoices, including the date and place of the expenses, the purpose of the trip, the name and title of the traveler, and itemized receipts for each individual expenditure of $75.00 or more, in accordance with RFO

31.205-46.

Site visitors shall be processed through a Site Arrival Request (SAR). SARs must be submitted to PRSC

14-30 days prior to site arrival and approved prior to booking transportation to the site and incurring travel costs (see reference section for link to SAR submittal).

If site access is required sooner than 14 days, then the Government Program Office program manager will work with the Contractor to provide justification to the PACAF Regional Support Center Office (PRSC).
