About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center at Hanscom Air Force Base is seeking to procure a prototype for the Aerospace Readiness Enterprise System (ARES), a cloud-based enterprise solution designed to replace legacy aircrew scheduling, standardization and evaluation, and training management systems including Patriot Excalibur (PEX), Puckboard, and Graduate/Training Integration Management System (G/TIMS). The prototype must leverage commercial software to the greatest extent possible, be built on the Salesforce Operational Enterprise Architecture (OpsEA) platform, and initially deploy at Impact Level 4 with a pathway to Impact Level 6. Key requirements include supporting up to 200,000 users, providing comprehensive training management, scheduling, and standardization/evaluation capabilities, achieving 99% system availability with sub-3-second response times, and implementing robust cybersecurity features including Zero Trust architecture and encryption. The solicitation requires submission of detailed white papers addressing technical approach, organizational structure, performance specifications, and program management, with evaluation criteria focused on meeting mandatory and high-priority functional requirements outlined in the Consolidated Requirements Document and Bidder Response Template. The Government will accept questions until 1600 EST on December 19, 2025, with white paper proposals due by January 16, 2026 at 5:00 PM EST, and the revised due date for final solicitation responses is January 22, 2026.

This solicitation contains no set-aside designation and does not identify any incumbent contractors. The Government intends to award up to four prototype Other Transaction Agreements, each valued at $500,000, with a fixed-price contract structure. The prototype must be completed and available for inspection and use no later than 90 calendar days after contract award, with an additional 30-day testing period anticipated as part of the broader 120-calendar-day performance timeline. Eligible offerors must demonstrate eligibility under 10 U.S.C. 4022(d) through one of three pathways: significant participation by a Nontraditional Defense Contractor, a team composed entirely of small businesses or NDCs, or cost-sharing of at least one-third of the total project cost from non-federal sources. The place of performance is Hanscom Air Force Base, Massachusetts, and the successful prototype developers will be evaluated for potential selection as the single contractor for a follow-on Production Other Transaction Agreement to replace the legacy systems across Mobility Air Forces, Combat Air Forces, Air Education and Training Command, and U.S. Space Force operations.

****Update 13 January 2026, Includes and update to the posting to extend the due date and added attachments that Include questions and answers from Industry, please review all attachments*****

Prototyping is a means of testing assumptions about technologies and approaches before expending significant amounts of effort or money building something that may not address the organization’s problem. Prototyping is a low-cost, rapid risk mitigation approach. As such, we propose that the first Aerospace Readiness Enterprise System (ARES) use case be built as a prototype initially, with the following capability goals.
ARES is the Air Force’s enterprise solution for scheduling, standardization and evaluation (stan/eval) and training management which is intended to replace the Patriot Excalibur (PEX), Puckboard, and Graduate/Training Integration Management System (G/TIMS) legacy software programs.
Specifically, ARES will leverage commercial software to the greatest extent possible and be deployed, initially, within the Impact Level (IL) 4 partition with a path to IL-6 deployment thereafter. Further, the Air Force, in support of the DAF BATTLE NETWORK, has an enduring requirement to deploy a robust solution which provides enterprise capabilities for scheduling, stan/eval, and training for increased readiness and lethality.
Starting with the requirements of Air Education and Training Command (AETC) as the basis for this prototype, but not excluding requirements from other MAJCOMs, the prototype should meet as many of the following criteria as possible. Final acceptance of the prototype will be based on its ability to meet the threshold requirements outlined below. The final evaluation of the prototypes will also consider objective criteria as defined below. The prototype shall be completed and available for inspection and use no later than 90 calendar days after contract award.
