About this file

This document is an Excel-based Bidder Response Template for the Aerospace Readiness Enterprise System (ARES), a Department of the Air Force prototype solicitation designed to replace legacy scheduling, standardization/evaluation, and training management software systems. The template requires detailed responses across multiple functional requirements categories, including Training Management, Scheduling, Stan/Eval, Personnel Management, and System Design, with a focus on developing a Salesforce-based platform that can support Air Force training and operational readiness.

The prototype must meet mandatory and high-priority requirements spanning technical capabilities such as syllabus management, event scheduling, qualification tracking, personnel data integration, cybersecurity compliance, and system interfaces with other military platforms. Key technical specifications include supporting up to 119,000 concurrent users, maintaining 99% system availability, achieving sub-3-second response times, implementing role-based access controls, and ensuring Section 508 accessibility. The prototype is expected to be completed within 90 calendar days after contract award, with the initial deployment targeting Impact Level 4 and a future path to Level 6 deployment.

Instructions Attachment 3: ARES Bidder Response Template - Instructions

Purpose:
This matrix is designed to capture offeror's proposed solution for each of the ARES MANDATORY and HIGH requirements. Please complete all columns in TAB 1 for each MANDATORY and HIGH requirement to help the Government evaluate your solution comprehensively.

Column Definitions:

Req ID - Category - Priority (Read-Only): Reference information about each requirement. Requirements are color-coded by priority:
• Red/Pink: MANDATORY requirements (threshold requirement must be fully addressed)
• Orange: HIGH priority requirements
Bidder Solution Approach (Required): Describe HOW your solution will address the MANDATORY requirements. Be specific about features, capabilities, workflows, and technical approach. Minimum 100 words for MANDATORY and HIGH priority requirements.
NOTE: Columns H, I, J, K, and L shall be completed by the offeror in TAB 1. All MANDATORY and HIGH requirements shall be addressed without exception. Offperor's respoonses to both MANDATORY and HIGH requirements will be evaluated by the Government.

Differentiation Statement (Required): Explain WHY your solution is superior for this requirement. What makes your approach unique, more effective, or better suited than alternatives?

Implementation Risk Assessment (Required): Identify and assess risks associated with implementing this requirement, including:
• Technical risks and mitigation strategies
• Integration challenges
• Schedule risks
• Dependencies on other requirements or systems
• Risk level (Low/Medium/High) and mitigation plan
Compliance Level (Required): Select one of the following:
• Full Compliance: Meets both Threshold and Objective fully
• Threshold Met: Meets Threshold requirement; Objective requires development
• Partial Compliance: Partial capability exists; requires significant enhancement
• Planned Capability: Not currently available; will be developed during contract
• Non-Compliant: Cannot meet requirement
Submission Requirements:
• Complete ALL columns for every requirement
• Be specific and detailed in your responses
• Provide verifiable evidence where possible
• Flag any requirements you cannot address
• Submit as Excel file with filename: ARES_BidderResponse_[CompanyName]_[Date].xlsx

Questions: ONLY questions submitted to the ARES Agreements Officer will be addressed.
