About this file
This document is an Offeror Eligibility Form for the Aerospace Readiness Enterprise System (ARES) prototype project, designed to verify an offeror's qualifications under 10 U.S.C. 4022(d). The form requires detailed information about the offeror, including legal name, SAM UEI, CAGE Code, and team composition, with a focus on establishing eligibility through three potential paths: significant participation by a Nontraditional Defense Contractor (NDC), an team composed entirely of small businesses or NDCs, or cost-sharing of at least one-third of the total project cost from non-federal sources.
The form mandates comprehensive documentation, including NDC self-certification, small business status verification, and a detailed workshare matrix. Offerors must provide specifics on their team's contributions, unique capabilities, and cost/effort share. The Agreements Officer will make the final determination on eligibility, with the opportunity targeting the development of an enterprise solution for scheduling, standardization, evaluation, and training management for the Air Force, initially focused on Air Education and Training Command (AETC) requirements, with a prototype to be completed within 90 calendar days of contract award.

H. Definitions
Nontraditional Defense Contractor, 10 U.S. Code § 3014. In this part, the term “nontraditional defense contractor”, with respect to a procurement or with respect to a transaction authorized under section 4021(a) or 4022 of this title, means an entity that is not currently performing and has not performed, for at least the one-year period preceding the solicitation of sources by the Department of Defense for the procurement or transaction, any contract or subcontract for the Department of Defense that is subject to full coverage under the cost accounting standards prescribed pursuant to section 1502 of title 41 and the regulations implementing such section.
Significant Extent. Significant Extent is determined by the Agreements Officer and should be supported by measurable contributions (unique technology/IP, critical tasks, or substantial cost/effort share). In evaluating the significance of expected NDC/nonprofit research institution participation, pursuant to 10 U.S.C. § 4022(d)(1)(A), the Agreements Officer (AO) will consider input from relevant technical advisors in assessing the totality of the circumstances for each proposed prototype project and make an independent judgment as to the significance of expected NDC, small business, or other entity participation.
