About this opportunity
The United States Geological Survey (USGS) Office of Acquisitions and Grants in Reston, Virginia, intends to issue a Request for Quote (RFQ) for low-altitude aerial imagery and precise navigation data for photogrammetric processing. This procurement will support the Coastal and Marine Hazards and Resources Program, specifically serving science centers in St. Petersburg, Woods Hole, and the Pacific Coast. The contract requires vendors to capture high-resolution coastal topographic imagery with specific technical specifications, including 6 cm ground sampling distance, RGB and infrared capabilities, and precise GPS/GNSS navigation data. Contractors must meet stringent photo acquisition parameters such as 60-80% sidelap and 65-85% overlap, with maximum 4cm pixel smear. Interested vendors must have an active Unique Entity Identifier (UEI) number, be registered in the System for Award Management (SAM), and complete Online Representations and Certifications before the solicitation closing date.
The contract will be a total small business set-aside under NAICS 541360 (Geophysical Surveying and Mapping Services) with a small business size standard of $28.5 million. The procurement is structured as a firm-fixed price Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a five-year base period and a six-month extension option. The total project magnitude exceeds $250,000, with anticipated annual funding not expected to exceed $100,000 for approximately 10 image collections per year. The official solicitation will be posted on SAM.gov in mid to late December 2024, with C.W. Wright Consulting identified as the previous contractor for similar services. Vendors must be prepared to deliver digital data within three days of image collection and meet all specified technical and operational requirements outlined in the Performance Work Statement.
