About this opportunity

The Department of the Interior's US Geological Survey Office of Acquisitions and Grants is seeking sources for an Indefinite Delivery Indefinite Quantity (IDIQ) contract to provide low-altitude aerial photography for photogrammetric processing. The primary objective is to produce high-resolution topographic products for monitoring coastal areas, particularly in the aftermath of storms and during recovery processes. Interested offerors must submit detailed information including company name, contact details, SAM Unique Entity ID, CAGE code, NAICS code, and business classification. The agency requires precise technical capabilities, including specific camera specifications for nadir photos with RGB and optional infrared imaging, and detailed geographic data collection parameters. Responses to this sources sought notice are due by December 4, 2024, with potential offerors expected to demonstrate technical expertise in coastal aerial imagery and geospatial data collection.

The contract appears to have no specific small business set-aside, with C.W. Wright Consulting identified as a previous contractor for similar services. The maximum annual funding is anticipated at $100,000, supporting up to 10 data collections per year across three coastal science centers: St. Petersburg, Woods Hole, and Pacific Coastal and Marine Science Centers. Technical requirements mandate sophisticated data collection, including continuous GNSS position measurement, survey-grade GPS and GLONASS receivers, and strict imaging parameters such as a minimum 6cm ground sampling distance and 1/1600s shutter speed. Collection specifications require capturing beach and water interfaces at low tide, with a sun angle above 20 degrees, covering 250km alongshore and 0.5km cross-shore within a two-day window. Deliverables must be submitted within three days of data collection, emphasizing the contract's time-sensitive nature and precision requirements.
