About this opportunity

The Department of Agriculture Forest Service seeks automated external defibrillator (AED) medical oversight and equipment replacement management services for its National Technology and Development Program centers in Missoula, Montana and San Dimas, California, with quotations due September 18 at 1:00 PM ET. This procurement is a total small business set-aside; the small business size standard is $34.0 million in annual receipts.

The contract comprises a one-year base period (October 1, 2026 through September 30, 2027) plus four one-year option periods, not to exceed five years. The contractor must deliver one new Physio-Control Stryker CR2 AED (or most recent model) with wall mount and CPR Pak to Missoula within 14 days of award and must establish a web-based platform for tracking CPR responder certifications, AED inspections, and equipment expiration dates across both locations within 30 days of award. The contractor provides medical direction and oversight including AED prescriptions, state registrations, training plans, emergency protocols, and post-event clinical reviews. The government furnishes eight existing AEDs and provides replacement devices at no cost to the contractor if units become unusable. Ongoing services include replacement batteries and pads for all nine AEDs and a customer service line available during business hours in one of four designated time zones. No travel is required. Delivery is F.O.B. Destination to both facilities.

The NAICS code is 811210, Electronic and Precision Equipment Repair and Maintenance; the PSC is J065. Evaluation weighs technical capability and past performance significantly more heavily than price. Quotations must be submitted via email to carrie.edwards@usda.gov as three separate attachments and must include pricing for all line items to be considered responsive. Offerors must be actively registered in SAM.gov at time of offer and award. Points of contact are Lisa Outka-Perkins, Missoula (406-329-3849) and Gregory Williford, San Dimas (909-929-7101).
