About this opportunity

The United States Special Operations Command (USSOCOM) is soliciting bids for the lease of a non-standard maritime vessel to support Department of Defense missions and exercises in Alaska. The vessel must be a fully operational, U.S.-flagged maritime asset meeting specific technical specifications, including a minimum 70-foot overall length, dual main propulsion engines with station-keeping capabilities, a minimum 9-knot cruise speed, 500-nautical-mile range, modern GPS/chartplotter navigation equipment, and accommodations for up to 10 personnel with berthing and workspace capabilities. Under a bareboat-style arrangement, the Government will provide its own cleared vessel captain, while the contractor assumes responsibility for all port services, fueling, maintenance, repairs, and operational costs. Evaluation will be conducted on price only, utilizing a firm fixed-price commercial acquisition approach. The solicitation, numbered H9229526QE002, requires submission of completed SF1449 forms along with proof of vessel compliance with the Statement of Work requirements, with an offer due date of January 29, 2026 at 10:00 AM.

This procurement is designated as a 100% set-aside for Women-Owned Small Businesses (WOSB), with an estimated award value of USD 46,000,000.00 and a NAICS size standard of USD 46,000,000.00 under code 532411 (Vessel Leasing). The contract performance period extends from the award date through March 11, 2026, with actual vessel lease and service delivery scheduled from February 23, 2026 through March 10, 2026. The vessel will operate in Prince William Sound, Alaska, including the ports of Whittier, Cordova, and Valdez, with delivery and retrieval from Port Valdez. Prospective contractors must have the vessel available for joint inspection in Port Valdez on or before February 23, 2026, with lease commencement upon Government acceptance. The contracting officer for this requirement is Ashton Smith at SOCNORTH in Colorado Springs, Colorado, and the primary Government point of contact is Jordan Luc at jordan.luc@socom.mil.
