STATEMENT OF WORK
LEASE OF NON-STANDARD MARITIME VESSEL
FOR OPERATIONS IN PRINCE WILLIAM SOUND, AK
1.0 BACKGROUND
This Statement of Work (SOW) outlines the requirements for a non-standard maritime vessel lease. The vessel will be used to support Department of Defense (DoD) missions and exercises operating in the vicinity (IVO) of Prince William Sound, Alaska, including the areas of Whittier, Cordova, and Valdez.
2.0 SCOPE
The contractor shall provide a fully operational and seaworthy maritime vessel that meets the specifications detailed herein. This is a "bareboat-style" lease where the Government provides its own cleared vessel captain. The contractor shall provide the vessel and is responsible for arranging and paying for all required port services, including pier space, fueling, harbor movements, and boat operations.
3.0 PERIOD OF PERFORMANCE (POP)
• Total Contract Period of Performance: Date of Award through 11 March 2026.
• Vessel Lease & Service Delivery Period: 23 February 2026 through 10 March 2026.
4.0 PLACE OF PERFORMANCE
The primary operating area will be IVO Prince William Sound, Alaska, and all navigable coastal, inland, and offshore areas within a 100-nautical-mile radius of Whittier, Cordova, and Valdez, AK. The contractor shall ensure the vessel is delivered to and retrieved from Port Valdez, AK.
5.0 CONTRACTOR TASKS AND SPECIFIC REQUIREMENTS
5.1. General Responsibilities
The contractor shall coordinate, schedule, and bear all costs associated with:
• 5.1.1 Port Services: Vessel shall have 24-hour accessibility for the duration of the exercise and 24-hour accessibility to Port Valdez, AK with the ability to conduct regular rapid refueling, loading and unloading of supplies and personnel, and adequate shore power when in port.
• 5.1.2. Fueling and Fluids: Ensuring the vessel has access to and can be rapidly refueled.
The cost of fuel consumed during the contract period will be paid for by the Contractor.
• 5.103. Maintenance: Performing all routine and corrective maintenance required to keep the vessel fully operational and seaworthy.
5.2. Vessel Technical Specifications
The contractor shall provide a vessel that is fully operational and meets or exceeds the following minimum specifications:
• 5.2.1. Condition: Vessel shall be structurally, mechanically, and electronically sound (seaworthy). It must have been built in the year 2000 or newer, OR be accompanied by an official Marine Survey conducted by a certified marine surveyor within the last 24 months.
o Note: If a marine survey is submitted with adverse findings, the offeror shall provide proof of remedy/repair for all identified issues (e.g., paid repair invoices).
• 5.2.2. Compliance: Vessel shall be a U.S. flagged vessel and possess all current and valid registrations and certifications required by U.S. Coast Guard, state, and local laws for a vessel of its size and type, including compliance with Maritime Pollution (MARPOL) and Safety of Life at Sea (SOLAS) as applicable.
• 5.2.3. Dimensions & Propulsion:
o Overall Length (OAL): Minimum of 70 feet.
o Propulsion: Minimum of two (2) main propulsion engines (e.g., inboard, outboard, or pod drives).
o Maneuverability: Shall possess station-keeping capabilities (e.g., dynamic positioning, bow/stern thrusters).
• 5.2.4. Performance:
o Cruise Speed: Minimum of 9 knots consistently.
o Range: Minimum of 500 nautical miles at cruising speed.
o Operational Hours: Shall be capable of supporting up to 12 hours of underway time per day.
• 5.2.5. Capacities:
o Fuel: Minimum of 2,000 gallons.
o Fresh Water: Minimum of 100 gallons.
o Holding Tank (Black/Grey Water): Minimum of 100 gallons.
• 5.2.6. Bridge and Navigation:
o Shall feature an enclosed bridge/cabin, protected from the elements.
o Shall have a modern, fully functional GPS/Chartplotter Multi-Function Display
(e.g., Raymarine, Simrad, Furuno, Garmin, or equivalent) with chart cards updated within the last 12 months covering all navigable costal, inland, and offshore areas within a 100 nautical mile radius from the place of performance.
o Shall have at least one fully functional and properly affixed VHF Marine Band Radio.
• 5.2.7. Mission Accommodations & Layout:
o Personnel Capacity: Vessel shall feature an enclosed seating area with a table/workspace for a minimum of 6 personnel.
o Berthing: Shall provide sleeping berths for up to 10 personnel.
o Workspace: Interior cabin shall provide sufficient workspace for 6 personnel to work comfortably.
o Equipment Storage: Shall have secure, lockable staterooms or compartments for the storage of sensitive items.
o Equipment Pathway: The primary entrance/hatch for moving equipment into the enclosed cabin shall have clear dimensions of at least 24” wide x 48” high.
• 5.2.8. Power & Equipment Integration:
o Electrical System: Vessel shall provide at least four (4) 110 VAC electrical receptacles for government use. The offeror shall ensure the vessel's shore power requirements (e.g., 30A, 50A) are compatible with the port in Valdez, AK.
o Mast/Superstructure: Vessel shall have a mast or superstructure capable of securely mounting government-provided antennas or emitters weighing up to 80 lbs.
o Antenna Installation: Contractor shall permit the Government to temporarily uninstall/reinstall existing antennas to accommodate the mounting of government equipment.
• 5.2.9. Amenities:
o Heads: A minimum of one fully functional head (restroom).
o Galley: A refrigerator or other cold storage area for food and beverages.
5.3. Maintenance and Repair
If the vessel becomes non-mission capable, the contractor shall be notified by the Government.
The contractor shall acknowledge the issue and initiate a plan for repairs within four (4) hours of notification. If the vessel remains non-mission capable for a period exceeding 24 consecutive hours, the contractor shall, at its own expense, either provide a suitable replacement vessel that meets all SOW requirements or provide a pro-rated refund to the Government for the days the vessel was inoperable.
5.4. Security
The vessel shall not be equipped with any active audio or video recording devices within the cabin or on the vessel's exterior. The contractor shall permit the Government to inspect for and disable or secure any such devices for the duration of the lease.
6.0 ACCEPTANCE
The vessel will be made available for a joint inspection by the contractor and the Government in Port Valdez, AK, on or before 23 February 2026. The vessel lease period begins upon successful inspection and acceptance by the Government.
