About this opportunity
The 354th Contracting Squadron at Eielson Air Force Base in Alaska is seeking architect and engineering (A-E) services to design the integration of Direct Digital Controls (DDC) into the Heating, Ventilation, and Air Conditioning (HVAC) systems at two facilities: the Yukon Club (Building 2225) and Base Supply (Building 3426). The Department of the Air Force Pacific Air Forces is conducting this procurement through a pre-solicitation notice to identify qualified vendors capable of performing comprehensive design services. Key requirements include developing construction-ready design documents through three progressive review stages (65%, 95%, and 100% design submittals), conducting a comprehensive hazardous materials survey, and creating drawings, specifications, cost estimates, and schedules that account for the extreme Arctic conditions at the installation. The government will evaluate proposals under FAR Part 36.6 using a competitive selection process based on submitted Standard Form 330 Architect-Engineer Qualifications and past performance information. The deadline for submitting questions is October 31, 2025, and interested firms must express their interest by emailing contract administrator Kimberly Graham at kimberly.graham.3@us.af.mil and contracting officer SrA Christopher Prince at christopher.prince.3@us.af.mil.
This procurement is designated as a Total Small Business set-aside, restricting competition to small business entities. No incumbent contractor or current contract values are identified in the pre-solicitation materials, though the government has provided as-built HVAC drawings from both buildings (dated to 1993 for the Yukon Club) and detailed floor plans to assist potential bidders in understanding the facility scope. The contract will be awarded on a Firm Fixed-Price basis to a single A-E firm responsible for all travel expenses and complete design documentation deliverables. While specific budget ranges are not disclosed in this pre-solicitation notice, a Basis of Estimate template has been provided for Fiscal Year 26, indicating the project is in early planning stages. The design effort encompasses mechanical room HVAC units in both buildings plus one kitchen makeup air unit in the Yukon Club, with integration into existing Orca View and Enteliweb front-end systems managed by the HVAC shop at Eielson AFB.
