About this file

This is a Request for Qualifications (RFQ) for Architect-Engineering (A-E) Services at Eielson Air Force Base in Alaska. The 354th Contracting Squadron seeks qualification packages from vendors to provide professional A-E services for integrating Direct Digital Controls (DDC) into the Heating, Ventilation, and Air Conditioning (HVAC) systems at two facilities: the Yukon Club (B2225) and Base Supply (B3426). The project involves modernizing HVAC systems, conducting a comprehensive HAZMAT survey, and developing designs appropriate for the sub-arctic environment.

The Government intends to award a single Firm Fixed-Price contract through a competitive selection process evaluated under FAR Part 36.6. Interested firms must submit Standard Form 330 "Architect-Engineer Qualifications" to be considered. The selected A-E will be responsible for all travel expenses, producing complete design documentation, and creating investigative reports and project drawings. All questions must be submitted in writing by 31 Oct 25 to the provided points of contact: christopher.prince.3@us.af.mil and kimberly.graham.3@us.af.mil.

ARCHITECT-ENGINEERING (A-E) SERVICES AT EIELSON AFB, AK.

The 354th Contracting Squadron is seeking qualification packages and past performance information from vendors interested in providing professional architect and engineering services at Eielson AFB, AK. The project involves a design to integrate Direct Digital Controls (DDC) to the Heating, Ventilation, and Air Conditioning (HVAC) systems in the Yukon Club (B2225) and Base Supply (B3426).

BACKGROUND: The Yukon Club (B2225) and Base Supply (B3426) each have HVAC systems that must be fully connected to DDC systems. Each facility has a number of units that are currently controlled by DDC systems and connected to the HVAC shop’s Orca View and Enteliweb front end systems. These include:

• Base Supply’s mechanical room HVAC units

• The Yukon Club’s mechanical room HVAC units and one kitchen makeup air unit

There are no recent hazmat surveys for these facilities. A comprehensive HAZMAT survey shall be executed to identify and manage any potential environmental risks.

The project acknowledges the extreme Arctic conditions, necessitating specialized utility distribution solutions. Utilidors play a critical role in this environment, preventing the need for burying pipes below the water table, which would be significantly more challenging and costly.

This is a competitive selection process in which competing offerors’ qualifications will be evaluated in accordance with (IAW) FAR Part 36.6 to determine the most highly qualified firms.

The Government intends to award one Firm Fixed-Price contract.

IAW FAR 36.603(b): To be considered for architect-engineer contracts, a firm must file with the appropriate office or board the Standard Form 330, “Architect-Engineer Qualifications,” Part II and when applicable, SF 330, Part I. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this posting; all costs associated with responding will be solely at the interested parties’ expense. Failure to respond to this post does not preclude participation in the subsequent technical evaluation so long as a firm’s SF 330 is currently on file with the 354th Contracting Squadron. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement.

The scope of the design shall include the full installation of DDC systems to control and monitor the HVAC systems in B2225 and B3426 at Eielson AFB, AK to modernize and bring the building up to all current codes.

The Air Force requires complete and functional designs that are appropriate for the sub-arctic environment of interior Alaska and that meet all applicable Federal, State, Local, Industry, U.S.

Air Force and Eielson AFB requirements. The investigation report shall be the basis upon which a design would be based.

The A-E shall be responsible for all travel and lodging arrangements and expenses involved in the performance of work under this contract. The A-E shall furnish the Air Force with complete and usable products to include planning documents, investigative reports, study reports, design analyses, well developed conceptual project drawings, preliminary equipment layouts, cost estimates and other documents.

QUESTIONS: All questions regarding this synopsis must be submitted in writing no later than 31 Oct 25
