About this opportunity

The 354th Eielson Contracting Squadron, under the Department of the Air Force Pacific Air Forces, is soliciting Architect-Engineer (A-E) qualification packages for the design phase of a Lightning Protection Systems installation project (FTQW 18-0503). The scope encompasses Title I design services including assessment of buildings, design concept development, cost estimation, and production of comprehensive construction documents tailored to meet NFPA 780 standards while accounting for extreme Arctic conditions at the installation. Evaluation will be based on five criteria: professional qualifications, specialized experience and technical competence, capacity to accomplish the work, past performance, and geographic proximity to the project location, with ratings applied on a color-coded scale from Blue (Outstanding) to Red (Unacceptable). Proposers must submit a combined package including an Instruction to Offerors/Evaluation Factors Document, Standard Form 330 (SF-330) Architect-Engineer Qualifications, and a Past Performance Questionnaire to 354CONS.PKA.Designs@us.af.mil. The solicitation deadline is December 4, 2025, with the government planning to conduct discussions with the top three ranked firms and request a pricing proposal from the highest-ranked firm.

This is a Total Small Business set-aside with no identified incumbent contractor. The project schedule requires delivery of 100% design documents within 180 calendar days, structured as three design submittals: 65% design (70 calendar days), 95% design (48 calendar days), and 100% final design documents (20 calendar days), with 21-day government review periods between submissions. The preliminary cost estimate for the overall Lightning Protection Systems repairs across multiple facilities at Eielson AFB is $4,850,340, though the specific design contract value has not been disclosed in the solicitation materials. The work involves designing lightning protection systems for six critical facilities including communications services, base operations/air traffic control tower, railhead and pad, Q-Hill munitions build-up, Denali pad, and telephone exchange. All work is to be performed at Eielson Air Force Base, Alaska 99702, with proposals required to demonstrate staff licensed in Alaska and experience with DoD facility design, cold climate conditions, and building renovations.
