About this opportunity
The Department of the Air Force Pacific Air Forces is seeking qualified Architect-Engineer (A-E) firms to design Lightning Protection Systems (LPS) upgrades across six priority facilities at Eielson Air Force Base in Alaska through a Sources Sought notice posted October 27, 2025. The project requires comprehensive design services for LPS installations at Comm Services (B2268), Base OPS/Air Traffic Control Tower (B1215/1216), Railhead and Pad (B89006), Q-Hill MUNS Build Up (B6370), Denali Pad (B1325), and Telephone Exchange (B3110), with all designs meeting NFPA 780 standards and accounting for extreme Arctic environmental conditions including sub-zero temperatures and freeze-thaw cycles. Key contract requirements include conducting constructability reviews, assessing facility superstructures, and delivering design submittals at three progressive review stages (65%, 95%, and 100% completion) over approximately 139 calendar days. The evaluation will consider the firm's technical capability to address the harsh Arctic climate challenges, compliance with applicable design criteria, and ability to integrate lightning protection systems that ensure mission continuity and safety. Interested vendors must respond to this Sources Sought notice by November 3, 2025, by emailing contract administrator Kimberly Graham at kimberly.graham.3@us.af.mil and the organizational mailbox 354CONS.PKA.Designs@us.af.mil to express their firm's interest.
This opportunity is designated as a Total Small Business set-aside, restricting competition to qualified small businesses. No incumbent contractors or current contract holders are identified in this Sources Sought notice. While specific award values are not disclosed in this pre-solicitation phase, the Design Basis of Estimate document (dated September 5, 2025) indicates this is a Fiscal Year 2026 project with preliminary cost estimation frameworks in development. The scope encompasses design work for six facilities with varying mission criticality levels, including critical infrastructure such as communications services and air traffic control facilities that require enhanced lightning protection to maintain operational continuity. The project draws from a comprehensive November 2023 Lightning Protection Systems investigation report that assessed 112 buildings at Eielson AFB using NFPA 780 risk assessment methodologies, with these six facilities representing the highest priority upgrades based on mission assurance and existing LPS vulnerability assessments. This Sources Sought notice initiates the market research phase to identify capable vendors before formal solicitation release.
Notice text
The Sources Sought notice is posted by the Government agency seeking possible sources for a project. This notice is not a solicitation for work or a request for a project. The purpose of this notice is to identify interested and capable vendors to perform the work described below and to incorporate the results of this notice into the Government's Market Research Report.
This project involves the upgrade of Lightning Protection Systems (LPS) across the installation. Having investigated all LPS requirements, the 354 CES has prioritized systems for upgrade based on their mission criticality. The initial facilities slated for LPS upgrades include Comm Services (B2268), Base OPS/Air Traffic Control Tower (B1215/1216), Railhead and Pad (B89006), Q-Hill MUNS Build Up (B6370), Denali Pad (B1325), and Telephone Exchange (B3110). Each of these facilities has undergone risk assessments in accordance with NFPA 780 to determine lightning strike vulnerability and the subsequent need for an LPS. Although calculations did not always indicate a mandatory requirement, the 354 CES has determined that these systems are essential to mission assurance and must be upgraded to current standards to ensure continuity of operations. All systems shall be designed and repaired to meet NFPA 780 and other applicable design criteria.
The project acknowledges the extreme Arctic conditions at Eielson AFB, AK, necessitating careful consideration and planning for various challenges. With temperatures reaching extremely low levels, each Lightning Protection System must be designed to withstand these harsh conditions, minimizing safety risks and addressing freezing and thawing cycles.
Respond to this notice by emailing the contract administrator Kimberly Graham at kimberly.graham.3@us.af.mil and the org box 354CONS.PKA.Designs@us.af.mil stating your firm's interest in accomplishing this effort.
