About this file

This is a Lightning Protection Systems (LPS) investigation report for 112 facilities at Eielson Air Force Base (AFB) in Alaska, prepared by POND and Design Alaska, Inc. on November 9, 2023. The comprehensive report evaluates existing lightning protection systems across various base buildings, including munitions storage facilities, aircraft hangars, communication buildings, and administrative structures, using NFPA 780 risk assessment methodologies and Air Force design criteria.

The investigation analyzed buildings using Simplified and Detailed Risk Assessments, determining LPS requirements based on lightning strike density, building construction, occupancy, and potential consequences. Key findings include recommendations for LPS installations or upgrades for multiple facilities, particularly munitions storage buildings, with specific attention to grounding systems, air terminals, and surge protective devices. The report identified that some buildings require mandatory LPS per military standards, while others were evaluated for optional implementation based on detailed risk calculations. An accompanying cost estimate of $4,850,340 was developed for potential lightning protection system improvements across the base.

LPS Investigation

EXECUTIVE SUMMARY

This final report provides an inventory and assessment of our survey of 112 buildings located on Eielson Air Force Base (EAFB), Alaska with respect to Lightning Protection Systems. This is a follow-up report to a similar study performed by Reid Middleton in 2018 (2018 RMR) that included 92 buildings. An additional 20 buildings were added to that list with all assessments updated based on changed or updated Unified Facility Codes (UFC), measured climate data, and or change in building functions.

Our building summary is provided as Appendix B.

DESIGN CRITERIA

UFC 3-575-01, Change 1 (October 01, 2021) – Lightning and Static Electricity Protection Systems

Air Force Manual (AFMAN) 32-1065 (17 July 2020) – Grounding Systems

Air Force Manual (AFMAN) 91-201 (9 March 2022) – Explosives Safety Standards

National Fire Protection Agency (NFPA) – 780-2023

ASSESSMENT PROCESS AND DESCRIPTION

All facilities located on EAFB, Alaska generally follow recommendations for a Lightning Protection System (LPS) as governed by UFC-3-575-01. Wherein, Chapter 3 of the UFC provides language that specific buildings based on function are required to have an LPS. The most common example of the latter is a facility that stores explosive munitions.

All other general facilities are to undergo a Risk Assessment analysis as prescribed by Annex L of NFPA

780. There are two types of Risk Assessments within NFPA 780, Simplified and Detailed. Following language of the UFC and Guidance for Determination of Lightning Protection Systems on PACAF Air Force Facilities memorandum (16 December 2014), the Simplified Risk Assessment is initially performed on all buildings, unless they were already explicitly required to have a LPS by their function, Authority Having Jurisdiction, or other. The Simplified Risk Assessment results in one of two options: “LPS optional” or “LPS Recommended.” With a result of “LPS Optional”, the analysis generally stops and an LPS is not provided for the facility.

Where the Simplified Risk Assessment recommends an LPS, the Detailed Risk Assessment is to then be performed. The Detailed Risk Assessment results in similar conclusions to the Simplified with a “LPS optional” or “LPS recommended”, but is segmented into one of four categories: Loss of Life or Injury, Loss of Service, Loss of Historical Significant, and Economic Loss. The Detailed Risk Assessment will provide an optional/recommended conclusion for each of those four categories. Empirically, the Loss of Life or Injury is generally the most restrictive, and the one that most often applies to all facilities.

DIFFERENCES FROM 2018 REID MIDDLETON REPORT (2018 RMR)

Major differences between this report and Reid Middleton’s Report include Change 1 of UFC 3-575-01, and updates from NFPA 780-2017 to 780-2023. All buildings were re-analyzed using an increase to the lighting strike density used previously. The lighting strike density analysis is provided in Appendix C.

Additionally, three (3) buildings of the previously surveyed 92 building list were updated to include their new function as Critical Communications Facilities.

A summary of changes to the analysis of the 92-building list previously reported in 2018 RMR is as follows:

Three (3) buildings are required to have an LPS because of their function as a critical communication facility (per UFC 3-575-01, Change 1, Section 3-1.1.1: Critical Communications Facilities):

• B1347 – Maintenance SQ

• B2268 – Comm Network Services

• B3110 – Telephone Exchange

Six (6) buildings were flagged as “LPS Recommended” under the Simplified Risk Assessment. Under the 2018 RMR they were classified as “LPS Optional”. This is purely from a result of increased lightning strike density. A Detailed Risk Assessment performed for all 6 buildings concluded in “LPS Optional”.

• B1341 – Avionics Shop

• B1353 – Aircraft Armament Flight

• B3347 – Arctic Survival

• B3349 – Base Medical Clinic

• B3425 – Supply/Vehicle Warehouse

• B4370 – Joint Mobility Complex

All other buildings maintained their status and recommendations as previously reported in the 2018 RMR.

ADDITIONAL 20 BUILDING ANALYSIS

The additional buildings surveyed are relatively new structures, designed and constructed within the previous five years and generally serve the expanded F-35 squadron housed at EAFB, Alaska.

Thirteen (13) buildings were initially designed and constructed to include an LPS, either from their inclusion of explosive munitions, housing critical equipment, specific requirement of the project’s construction, or other requirement(s).

• B1324 – Munitions Assembly

• B1328 – Missile Maintenance

• B1358 – 4-Bay MX / SP OPS / Amu Facility

• B1361 – Hanger / Propulsion MX / Dispatch

• B1362 – F-35 16 Bay Aircraft Shelter SQ 1

• B1364 – F-35 16 Bay Aircraft Shelter SQ 2

• B4115 – F-35 Simulator

• B6351 – Earth Covered Munitions Igloo

• B6355 – Earth Covered Munitions Igloo

• B6356 – Earth Covered Munitions Igloo

• B6358 – Earth Covered Munitions Igloo

• B6359 – Earth Covered Munitions Igloo

• B6362 – Earth Covered Munitions Igloo

It is of note that B1364 has a full conventional LPS with air terminals spaced about the perimeter of the roof, and B1362 does not. These two structures are nearly identical in their construction and purpose.

B1362 however, does have adequate bonding and grounding and qualifies under the Aircraft Sunshade and Shelter provisions of UFC 3-575-01, Section 3-5.13. B1364 was designed and constructed one year prior to B1362 and it is believed that in this one year the RFP and design team of that facility picked up on the provisions of the UFC in not needing a full conventional LPS for this type of facility.

To summarize, Aircraft Sunshades and Shelters do require a Lightning Protection System where aircraft parked underneath carry munitions, but the building itself can act as the terminal and ground conductors where construction meets specific qualifications.

Six (6) buildings were analyzed as general facilities and concluded in an “LPS Optional” status under the Simplified Risk Assessment:

• B1220 – OSS/Weapons/Intel Facility

• B1339 – Satellite Dining Facility

• B1342 – AGE Storage Facility / Fill Stand

• B5222 – School AGE Facility

• B6210 – Consolidated Munitions Admin. Facility

• B6395 – 28PT Indoor CATM Range (Sign = B6388, Labeled = B6389)

The remaining building B1315 R-11 Fuel Tank Shelter is addressed in its own section below.

Special Note: Multiple Buildings in the total assessment currently calculated as “LPS Optional” are approaching a 100% ND:NC threshold on their Simplified Risk Assessment. As described in Appendix C, these calculations are very sensitive, and directly proportional to strike density. These and other similar buildings may require additional calculations performed under the Detailed Risk Assessment should the strike density be re-evaluated in the future with more historical data.

There are many variables that go into the Detailed Risk Assessment, but the following trends are generally found when anticipating the likelihood of the Detailed Risk Assessment to also calculate an “LPS Recommended”. When comparing the ratio of ND:NC as a %, from the Simplified, the higher the percentage generally conveys that the building collection area is large or the content/operation of the facility is sensitive. The facility would have to either be very large (to drive up the collection area), or contain significant amounts of flammable/combustible liquids or materials. Risk of Explosions, critical care, sensitive electronics, and other similar aspects of the facility significantly increase the likelihood that the facility will be flagged for an LPS.

To summarize, when looking at just the % ratio of the Simplified Risk Assessment, a value of > 1000%, or if the facility contains those sensitive aspects as mentioned, it has a greater chance of being determined as “LPS Recommended”. A Simplified % ratio of 110%, with otherwise no sensitive aspects, has a low chance of being determined as “LPS Recommended.” This summarized statement is given as a tool to make early decisions on buildings that calculate near or may in the future when being just slightly above the 100% threshold of the ND:NC from the Simplified Risk Assessment.

B1315 R-11 FUEL TANK SHELTER

This facility houses vehicles used for the refueling of aircraft, and primarily contains storage of JP-8 aircraft fuel. The Fire Protection design of the sprinkler system for this facility is Extra Hazard as a result of the quantities and type of stored materials . Its function is similar to B3240 Fuels Building.

This building is flagged within this report because the RFP for the design and construction of that facility deemed that “An LPS is not required for this facility.” This was most likely a result of a Simplified Risk Assessment that concluded in “LPS Optional”, and therefor the process was completed.

However, as additionally expanded upon in the lightning strike density of Appendix C, a low strike value of 0.067 would have put the Simplified Risk Assessment comparison of ND:NC at 72%. A strike density value of 0.094 or higher would have then required the additional assessment of the Detailed Risk Assessment.

It is shown in Appendix C that the strike density value for this area is above 0.094.

Under the Detailed Risk Assessment for this facility, an LPS is recommended if the facility is deemed at a “Risk of Explosion.” This singular determination results in several variables that overwhelming calculate that an LPS is recommended under the Loss of Life or Injury category. This determination was equally concluded within the 2018 RMR for B3240 Fuels Building. And B3240 equally determined, and received, a LPS for the same recommendation under Loss of Life or Injury in its Detailed Risk Assessment. Analysis of the JP-8 Class II, combustible liquid with an LFL of 0.7% and UFL of 5.0% can produce a mixture of vapor in air that when provided with heat (autoignition point is 410°F) or ignition source, could cause an explosion.

SURGE PROTECTIVE DEVICE (SPD)

This section is included within the final report as a review comment to the Draft Investigation Report. The review comments can be referenced in Appendix H. The specific review comment is as follows:”

Any and all facilities that have been deemed optional must have surge protection devices installed in lieu of lightning protection systems unless directed by code/regulation.

Surge Protective Devices, or previously and more specifically for electrical distribution systems, known as Transient Voltage Surge Suppressor (TVSS), were not adopted formerly into the National Electrical Code until 2020. For the Unified Facilities Criteria under 3-520-01 Interior Electrical Systems, SPDs are required only where “sensitive or critical electronic equipment, as required by the activity or equipment manufacturer.” (Section 3-4, Change 2).

Historically, the prevalence of SPDs into the electrical distribution systems for DoD facilities is only common practice for new facilities constructed within the last 10 years. Any existing building that has not had a renovation within that time frame will most likely not have any SPDs as part of its installation.

Protective Entrance Terminals (PETs), which are a form of SPDs have been common practice for all copper telecommunication cables. With the prevalence of Fiber Optic Cable serving as the main and only Outside Plant (OSP) incoming to a building, the need to protect against surges and other transmitted voltages from exterior sources (ie lightning strikes) into the building are mitigated by the nonconductive glass material of fiber optic cable.

Where a Lightning Protection System is installed, it is a requirement of that system to also include SPDs for all electrical and telecommunication systems. However, where a facility is not required to have an LPS, it would subsequently not be required to have SPDs. It is generally recommended that electrical distribution systems employ a cascaded SPD system, as this protection provides multiple beneficial advantages to a system with serve any type of electronics. It is therefore recommended, by both the reviewer comment and the engineer of this report that all electrical systems be provided with SPDS, but it is noted that there is no known code or standard that would retroactively apply this to all existing electrical systems.

AIR TERMINALS AND LIGHTNING PROTECTION SYSTEMS

This section is included within the final report as a review comment to the Draft Investigation Report. The review comments can be referenced in Appendix H. The specific review comment is as follows:

Per the current AFCEC recommendation, LPSs should be designed to exclude an integral (air terminal) system when possible. For example, a faraday-like cage system can be used for a facility with steel.

The basic function of a conventional LPS is to provide the path of least resistance for a lightning strike, and to redirect the flow of energy around/away from the facility into earth. The basic components of that path are an irresistible metallic object located above the plane of that which you are trying to protect, a metallic down conductor to direct the path from above the plane to earth, and a well earthed ground system (usually multiple ground rods and a ground ring). In very specific scenarios, architectural and structural features of the building itself can serve as parts of this system. A metallic roof, metallic structural columns, and a foundation in direct contact with the earth are all forms of the basic three components as described above.

Per UFC 3-575-01, Section 3-5.3 Steel Frame Buildings, and 3-5.13 Aircraft Sunshades and Shelters, the building and omission of air terminals is possible based on the construction of the facility. It is suggested that this exception be utilized with caution. While economical, this is supplementing another’s system as the backbone to its own. Equally, within the State of Alaska, where energy conservation, means and methods for retaining building heat generally uses large amounts of insulating materials and practices at the roof assembly. These assemblies are generally non-conducive to the continuous metallic path desired to redirect the lightning strike. It is recognized that utilizing the facility structural elements as part of the LPS is efficient and economical.
