About this opportunity
The Drug Enforcement Administration (DEA), a civilian agency under the Department of Justice, has published a Special Notice announcing its intent to award a sole-source contract to NAVIGATORS BASEBALL LP for digital board display services. This is a Total Small Business set-aside opportunity classified under NAICS Code 541890 (Other Services Related to Advertising). The notice was posted on February 24, 2026, with a closing date of February 26, 2026 at 10:00 AM Eastern Time. The acquisition will be conducted through FAR Part 13 Simplified Acquisition Procedures and will result in a firm-fixed price purchase order. Interested vendors who believe they can meet the government's requirements may submit a capability statement for consideration, though the government's decision not to open the requirement to competition based on responses is solely at its discretion.
The DEA seeks digital board display and community engagement services valued at $30,000 with a period of performance from March 2, 2026 through October 31, 2026. The initiative involves displaying digital boards in high-traffic areas of a baseball stadium to reach approximately 500,000 viewers, sponsoring five community engagement events during games with average attendance of 6,000-8,000 individuals, and providing title sponsorship for the Squirrel-O-Ween community engagement event expected to serve approximately 3,500 children and families. Capability statements must be submitted electronically to Kenny.J.Douangmala@dea.gov by the February 26, 2026 deadline. The limited source justification indicates that only one source—the Richmond Flying Squirrels minor league professional baseball team—is reasonably available to fulfill this specific geographic and community engagement requirement, as confirmed through market research. Small businesses are eligible to participate in this total small business set-aside opportunity.
