About this opportunity
The 147th Air Transportation Wing, operating under the Department of the Army Texas Army National Guard, issued a Special Notice on April 14, 2026, announcing its intent to award a sole-source purchase order for Advantor System Additions. This Notice of Intent to Sole Source pertains to the procurement and installation of a Computer Access Control (CAC) access system and intrusion detection detection system designed to enhance security of buildings and military assets. The procurement will be conducted on a firm-fixed price basis utilizing Operations and Maintenance funds. The contracting activity identified Advantor Systems, located in Orlando, Florida, as the sole source capable of fulfilling this requirement. The justification for sole-source procurement is based on the need for compatibility and integration with existing Advantor infrastructure already deployed at the facility.
The primary objective of this initiative is to strengthen asset protection through the installation of manufacturer-certified intrusion detection and access control systems that maintain seamless integration with existing security infrastructure. Contractors interested in this opportunity must submit proposals by the April 29, 2026 deadline. Market research conducted by the government confirmed that Advantor products are available through GSA Federal Supply Schedule GS-07F-8785D and that no competing independent dealers or authorized installers of alternative systems are available in the market. Eligibility for participation is limited to Advantor Systems, as the justification emphasizes that only the manufacturer can provide certified technical expertise and U.S. Citizen installers necessary to maintain system protocols and compatibility with the proprietary existing infrastructure. The specialized and proprietary nature of the requirement precludes other potential contractors from participation due to technical and integration constraints.
